This study examined the long-term effect and problems of community activities for the elderly, created by the residents. Community activities promoted communication among residents, and markedly improved elderly people’s levels of social participation, which had reduced with age. Similar tendencies were observed regarding the physical activities and worth living. On the other hand, there were no differences between intervention and control districts in the incidences that require care. Interviews with leaders and participants of community activities confirmed that these activities help participants find enjoyment, maintain their mental and physical health, connect with other participants in a relaxed setting, watch over those who need support, and solve the new subject within the community. The results also indicated the necessity of considering problem with participant’s aging and difficulty in attracting new participants.

The aim of this research was to clarify the effects of health promotion and neighborhood network formation after 10 years of community activities managed by and for residents, by reviewing the roles of older adults in the community, as well as the challenges and factors affecting the continuation of community activities. It was suggested that community activities managed by and for residents promote participants’ mental health and social participation and enhance mutual assistance within the community. However, no long-term care prevention effect was found. Activity continuation factors included strong support from the government at the start of the activity, official recognition as a community association, which suggested the importance of creating an environment amenable to activities. One challenge was the fact that, since there are no successors as aging progresses, these activities are reaching the limits of what can be managed by older adults alone.

The objects of this research are to evaluate the health promotion program processes based on a review of the elderly in in the communities, implemented in areas adjacent to Sapporo City, using action research, and quantitatively and qualitatively to verify long-term effects. Originally, participation by the citizens was obligatory. However, regional activities were proactively created for participation, overcoming an increase in the sense of danger, sharing problems, increased mutual interaction, and feuds between the citizens. Comparing the "intervention areas" and the "control areas", the activities of the volunteers (p=0.047) and the communication with neighbors (p=0.057) became more active. Even in the interviews conducted with the residents and the administration, and others, the strengthening of regional bonds and the promotion of social participation were cited as examples of their effectiveness.
