    Objective : This study was conducted as the first-stage of the community support program based on Action Research, aiming at the residents' participation in the community, through talking about evaluation of the elderly's role in the community and their role practice Our purpose was to sound out the role expectation for the elderly in the community and their role conduct from the view-point of the residents and connect then to planning and carrying out the health promotion program enhancing their social participation in the community, based on community individuality and independence of the residents. Method : The Focus Group Interview was conducted with two groups comprising of residents in an urban area close to Sapporo City who were 30-59 years old and 60-74 years old respectively. Results: The role expectation for the elderly in the community was extracted: "Supporting the elderly" "Supporting childrearing" "Interaction among the younger generation" "Getting on well with neighbors" "Managing a residents' association" "Making the environment more attractive". Discussion : The Focus Group Interview made 'thoughts and awareness' of the residents emerge and common issues in the community shared, which was the beginning of empowerment process in the community.

    Purpose : The purpose of the present study was to clarify factors related to mothers' perceptions of fathers' support for 18-month-old infants. Methods : The subjects were 323 mothers with 18-month-old infants who were undergoing a scheduled health check in A City, Hokkaido. Data were collected using an anonymous, self-administered questionnaire. The questionnaire focused on the mother's perceptions of the father's support according to the mother's background, the father's working hours, the time the father returns home from work, the number of hours the father works per week, the father's participation in child rearing, and the mother's happiness with child care. Data from 161 (49.8%) valid responses were subjected to analysis using the Mann-Whitney U test. Results : Most mothers confirmed receiving emotional support from the father. Significant relationships with the mothers' perceptions of fathers' support for 18-month-old infants were found for "mother's occupation," "birth order," "best person in child-rearing support," "the time the father returns home from work," "the father's participation in child rearing," and "mothers' happiness with child care." Discussion : This study showed that mothers' recognition of their expectations of the fathers' participation in child rearing affected their perceptions of the fathers' support. Furthermore, these findings emphasize the important influence of mothers' happiness with child care on their parenting and family.

    This study examined the long-term effect and problems of community activities for the elderly, created by the residents. Community activities promoted communication among residents, and markedly improved elderly people’s levels of social participation, which had reduced with age. Similar tendencies were observed regarding the physical activities and worth living. On the other hand, there were no differences between intervention and control districts in the incidences that require care. Interviews with leaders and participants of community activities confirmed that these activities help participants find enjoyment, maintain their mental and physical health, connect with other participants in a relaxed setting, watch over those who need support, and solve the new subject within the community. The results also indicated the necessity of considering problem with participant’s aging and difficulty in attracting new participants.

    The aim of this research was to clarify the effects of health promotion and neighborhood network formation after 10 years of community activities managed by and for residents, by reviewing the roles of older adults in the community, as well as the challenges and factors affecting the continuation of community activities. It was suggested that community activities managed by and for residents promote participants’ mental health and social participation and enhance mutual assistance within the community. However, no long-term care prevention effect was found. Activity continuation factors included strong support from the government at the start of the activity, official recognition as a community association, which suggested the importance of creating an environment amenable to activities. One challenge was the fact that, since there are no successors as aging progresses, these activities are reaching the limits of what can be managed by older adults alone.

    The objects of this research are to evaluate the health promotion program processes based on a review of the elderly in in the communities, implemented in areas adjacent to Sapporo City, using action research, and quantitatively and qualitatively to verify long-term effects. Originally, participation by the citizens was obligatory. However, regional activities were proactively created for participation, overcoming an increase in the sense of danger, sharing problems, increased mutual interaction, and feuds between the citizens. Comparing the "intervention areas" and the "control areas", the activities of the volunteers (p=0.047) and the communication with neighbors (p=0.057) became more active. Even in the interviews conducted with the residents and the administration, and others, the strengthening of regional bonds and the promotion of social participation were cited as examples of their effectiveness.

We adopted 'community-based participatory action research approach' consisting of four stages based on discussions among the residents. Further, we evaluated the participants' practice for health promotion program. As a result, voluntary activities of the elderly residents in the community were produced and there were suggested to be useful to health promotion of the elderly residents in the community as a whole. The present program was considered to contribute to primary prevention and the planning of policies for health and welfare.
