    The “YukioroSignal” system, which provides snow load alerts, was developed to inform decision-making regarding snow removal from house roofs. It was launched in Niigata Prefecture in 2018 and expanded to cover all special heavy snowfall areas in Japan, including the Hokkaido, Tohoku, and Hokuriku regions in 2024. The system uses the SNOWPACK model to estimate high-accuracy snow weight from real-time snow depth data published online at observation points. At locations where snow depth gauges are not installed, such as in mountainous areas, snow weight is estimated using inverse distance-weighted interpolation, but accuracy is reduced. To overcome this problem, this study attempted to integrate this information with the snow water equivalent distribution calculated using the simple-layer snow distribution model. To validate this improvement, manual observations of snow weight were performed at 98 sites and compared with simulation results. The accuracy of snow weight estimation at distances far away from snow depth stations was improved. The six-year operation of YukioroSignal showed the additional required information that is vulnerable to damage even with less snowfall, such as vacant houses, and caution of changes in hazard levels by an increase in snowburst in a short period.

    <title>Abstract</title>Two-thirds of the 111 active volcanoes in Japan are covered with snow for several months during winter and demonstrate high hazard and risk potentials associated with snow-related lahars during and after eruptions. On 23 January 2018, a sudden phreatic eruption occurred at the ski field on Kusatsu-Shirane (Mt. Motoshirane) volcano, Japan. This new vent eruption from the snow-clad pyroclastic cone required forecasting of future snow-related lahars and crisis hazards zonation of downslope areas including Kusatsu town, a popular tourist site for skiing and hot springs. In order to achieve a prompt hazard assessment for snow-related lahars, a multidisciplinary approach was carried out involving characterization of proximal tephra deposits, snow surveys, and numerical lahar flow simulations using the Titan2D model. To determine the input parameters for the flow model, the consideration of snow water equivalent (SWE) immediately after the eruption (on 29 January) and in the post-eruptive period (on 12 March), was significant. In the case of Kusatsu-Shirane volcano during the winter of 2018, linear relationships between altitude and SWE, obtained at different elevations, were used to estimate the snow volume around the new vents. Several scenarios incorporating snow and snowmelt (water), with or without the occurrence of a new eruption, were simulated for the prediction of future lahars. Three lahar scenarios were simulated, including A) rain-on-snow triggered, B) ice/snow slurry, and C) full snowmelt triggered by a new eruption, and indicated the flow paths (inundation areas) and travel distances. These were useful for lahar hazard zonation and identification of potential high-risk areas. Since the input parameters required for the Titan2D flow model can be relatively easily determined, the model was suitable for the 2018 eruption at Motoshirane where historical and geological lahar records are not available for calibration. The procedure used in the study will enable rapid lahar prediction and hazard zonation at snow-clad volcanoes. Further consideration for simulating a cohesive-type flow, which was predicted by the primary deposits containing large amounts of clay minerals and could not be expressed in the Titan2D flow model, is necessary.

    This study developed a snow load alert system, known as the "YukioroSignal"; this system aims to provide a widespread area for assessing snow load distribution and the information necessary for aiding house roof snow removal decisions in snowy areas of Japan. The system was released in January 2018 in Niigata Prefecture, Japan, and later, it was expanded to Yamagata and Toyama prefectures in January 2019. The YukioroSignal contains two elements: the "Quasi-Real-Time Snow Depth Monitoring System," which collects snow depth data, and the numerical model known as SNOWPACK, which can calculate the snow water equivalent (SWE). The snow load per unit area is estimated to be equivalent to SWE. Based on the house damage risk level, snow load distribution was indicated by colors following the ISO 22324. The system can also calculate post-snow removal snow loads. The calculated snow load was validated by using the data collected through snow pillows. The simulated snow load had a root mean square error (RMSE) of 21.3%, which was relative to the observed snow load. With regard to residential areas during the snow accumulation period, the RMSE was 13.2%. YukioroSignal received more than 56,000 pageviews in the snowheavy 2018 period and 26,000 pageviews in the less snowheavy 2019 period.

    This study focuses on the main factor of regional difference in Altitudinal Dependency of Snow Depth (ADSD) and discusses the applicable range of snow cover estimation method with ADSD. We use the high-density surface observational data and a regional climate model in Niigata Prefecture. The estimation method with ADSD produces significant estimation error if the method is applied to broad areas. The high-density observational data show the regional difference of ADSD between windward and leeward areas with a coastal mountain. Numerical simulation reproduces these observational results. We evaluate mountain effects on the regional difference of ADSD using sensitivity experiments. In the sensitivity experiment, the altitude is changed from a mountain to a flat plain. The sensitivity experiment shows that the regional differences of ADSD are not simulated. The results indicate that the applicable range of the estimation method with ADSD is limited to a single slope and mountain. It should be noted that this method has a high probability of increasing the estimation error in complex mountainous areas, particularly in the coastal area of the Japan Sea.

    The release mechanism of snow avalanches depends on the mechanical properties of snow, which are closely related to snow microstructure. Previous observations show that snow microstructure can be described qualitatively on the basis of snow types, However, the qualitative determination of snow types may become subjective. Therefore, it is essential to quantitatively classify snow. The specific surface area (SSA) and intrinsic permeability (k(0)) are closely related to the snow microstructure. In particular, we believe that the former parameter reflects the features of the grains. and the latter parameter indicates the characteristics of the pores. Measurements of the specific surface area per unit snow volume (SSAV) and the intrinsic permeability were performed on the naturally deposited dry snow in Hokkaido prefecture. Japan, during the winter of 2007-2008. SSAV was measured using a stereological method, where the section planes of snow samples were prepared, imaged, and analyzed, and the SSA per unit mass (SSAM) was obtained by dividing SSAV by the snow density. The value of SSAV indicates only the area size, while the value of SSAM indicates the snow microstructure. k(0) was measured in situ using an air permeameter with a double cylinder, and it was calculated assuming a laminar flow in order to satisfy Darcy&apos;s law. The results showed that the correlation between SSAM and k(0) could be used to clearly distinguish the snow types. In addition. we could confirm certain changes in SSAM and k(0) accompanied by the occurrence of the two processes of temperature gradient and melt-freezing metamorphism, which occur in the snow cover.     In the case of the Japanese Alps, it is experientially known that there is a notable snow climate difference between the Japan Sea side mountains and the Pacific Ocean side mountains. For the purpose of improving avalanche safety, we studied the snow climate characteristics using meteorological and snow pit data collected from two study plots in the mountain regions. Ten years of meteorological data and 4-10 years of snow pit data were employed in the study. A snow climate classification scheme proposed in North America was used to determine the snow climate of these study plots. The general snowpack characteristics for each snow climate presented in previous studies were used in the present study to determine the snowpack characteristics of the study plots. Both meteorological and snow pit data suggested that the Japan Sea side mountains have the same characteristics as the maritime snow climate in North America. On the other hand, the Pacific Ocean side mountains have unique characteristics caused by a combination of continental and maritime climate influences. The Pacific Ocean side mountains have similar characteristics to the continental snow climate of North America, however, that climate is different in that it is characterized by a large amount of rainfall and a high predominance of faceted crystals and wet grains. We identified a new snow climate for the Pacific Ocean side mountains of the Japanese Alps, a "rainy continental snow climate." (C) 2009 Elsevier B.V. All rights reserved.

    This study deals with the mechanical characteristics of high-density snow blocks during collision. Estimating the impact force and impact pressure of high-density snow blocks is necessary for protection against avalanches. We measured the impact force and impact pressure of many snow blocks with densities of 630∼790 kgm<SUP>-3</SUP>. Additionally, we observed the failure process by using a high-speed video camera. The results revealed that the maximum impact force increased with the snow density if the snow blocks were under the same conditions of 4.0kg in mass and 3.5×10<SUP>-2</SUP> m<SUP>2</SUP> in cross section. The velocity of each part of a low-density snow block gradually decreased from the collision side. In contrast, the velocity of each part of a high-density snow block concurrently decreased overall. The failure process of high-density snow blocks was similar to that of a brittle material. Therefore, the momentum changes in entire snow blocks were concentrated over a short time period. When a high-density snow block collided at its corner, the maximum impact force was lower than that in facet collision. However, the maximum impact pressure in corner collision was 2-3 times as higher than that in facet collision. During collision, the major mechanical characteristics of high-density snow blocks were believed to be similar to those of a rigid body, a feature that was not observed in low-density snow blocks.

    In this paper, we perform a detailed evaluation of the snow-depth distribution in Japan caused by heavy snowfall of 2005-2006 winter. The snow-depth data were investigated according to the values measured all over Japan on February 6, 2006; consequently, 1917 points were collected. Heavy snow areas (depth of over 3 m) were found mainly in the inland mountainous regions bordering the Sea of Japan. The highest snow-depth value was 5 m around Echigo-Sanzan. The snow depth uniformly increased with an increase in the altitude in all the regions bordering the Sea of Japan; however, the ratios of the increases in the snow depth to the altitude were different. The snow depths in Yamagata and Niigata prefectures remained unchanged at over 300 m a.s.l. These results can be attributed to the consolidation of the snowpack as a result of both the high snowfall loading and long duration of snow covering. In the Niigata prefecture, a pattern of peak values was observed at higher altitudes during other heavy snowfall occurrences as well, which implies that such altitudinal distribution of the snow depth was not limited only during the 2005-2006 winter. In the heavy snowfall area located in inland mountainous region, the snow-depth distribution at 315 points (measured by the Japan Meteorological Agency) was estimated to be smaller than the values in our data for a depth of above 1 m; therefore, it might be impossible to exactly understand the snow-depth distribution including the maldistribution of the snowpacks in inland mountainous regions.

    Remaining snow surrounded by a ground surface and a ground surface surrounded by remaining snow are called yukigata in Japan. Some of famous yukigatas have a name and oral literature. There are more than 300 famous yukigatas. The yukigatas have been used mainly as a kind of calendar for agriculture in most of the snowy regions in Japan since long ago. Recently, however, the yukigatas are being forgotten because the primitive ways for agriculture are disappearing with the progress of agricultural technology. On the other hand, the formation of yukigata is governed by the topography of the mountains and snow accumulation and snowmelt. Therefore, yukigatas have information on topographical features, distribution of mountain snow and climate change. Moreover, it is possible to use yukigata as sightseeing resources or material for nature education.

    Serious accidents have frequently occurred due to avalanches on roads and railways until now. Accordingly, various anti-avalanche structures are installed at the slopes subjected to avalanches. However, it is impossible to completely protect roads and railways from the damage of avalanche only by anti-avalanche structures. When an avalanche has occurred, it is necessary to implement road traffic regulation, suspension of train operation and restoration work without delay. For this purpose, it is important to detect the occurrence of avalanche correctly and immediately transmitted the information to the administrators of roads and railways. The Authors had already developed a snow avalanche detecting device and verified its performance. Alarm transmitting and failure diagnostic functions were added to this device to develop a new snow avalanche alarming system. In order to confirm its availability, we carried out long-term field tests at a slope prone to avalanche, at Mitsumata in Niigata Prefecture, for two winter seasons, from January 2002 to April 2003. Consequently, this system correctly detected three avalanches, and the information on the occurrence of avalanches and their scales was successfully transmitted to remote places without delay. During the test period, no system failures due to snowfall or low temperature occurred to demonstrate that the system had excellent practicality.

    Slope failures of embankments and cut slopes sometimes occur along railway lines during the snowmelt season. To ensure the safety of train operation, it is important to take adequate measures, such as suspension of train operation and circuit inspection of slope conditions, according to the amount of snowmelt. In this study, the applicability of the degree-day method to estimation of the daily amount of snowmelt was discussed on the basis of data obtained from snowmelt observations at Ginzan in Hokkaido, Kurosawa in Akita Prefecture and Shiozawa in Niigata Prefecture. Consequently, the mean value between the mean air temperature of a given day and that of the previous day was found to be more suitable than that of the given day alone as a temperature used to estimate the daily snowmelt amount of the given day. It was indicated that the degree-day factor tended to become larger with the course of time. Therefore, a method was proposed to determine the appropriate degree-day factor by giving the first date when continuous snowmelt occurs. Because this date can also be roughly determined by using air temperature data alone, input of air temperature data into the alarm system of railway disaster prevention may contribute to the safe train operation.

    To improve the safety of railways in snowy regions, a new system for detecting avalanches has been designed and developed. This system consists of a detecting unit, a signal conversion device and a display device. The detecting unit installed on a slope subject to avalanches detects vibrations due to the avalanche impact with a built-in vibration sensor. Operating tests of the new system were carried out using an artificial avalanche chute 20 m in length. The tests revealed that the system can not only detect the occurrences of avalanche but also judge the scale of the avalanche. In addition, field tests in Shiaidani valley in Kurobe Gorge showed that the system is of much practical use, because it could accurately detect the occurrence of natural powder snow avalanches throughout the winter season of 1998/99.

    Owing to severe rainfall on 11 and 12 July, 1995, a debris flow occurred and flowed down on the Shirouma-daisekkei snow patch, the Northern Japanese Alps. As a result, the snow patch was widely covered with debris flow deposits, the debris flow incised the snow patch, and a large-scale trench (1.3 km in length, 6-8 m in width, 10-20 m in depth) was formed. The trench was formed at the center of debris covered area, from the uppermost part to near the terminus of the snow patch. The width of the trench became more than 15 m on 18 October as a result of continuous snowmelt in summer and the area of the trench reached 20% of the entire snow patch area. Internal structures of the snow patch, such as firn aquifer and dirt layers which were composed of sand and gravel, were recognized on the side walls of this trench. However, no ice body was found on the side walls.<BR>Formation processes of this trench are discussed on the bases of distribution and shape of the trench and debris covered area which were obtained from aerial photographs and field observations. It is concluded that the trench was formed since the debris flow eroded firn layers. On this snow patch, the similar kind trench was also formed in 1952. In order to understand formation and maintenance processes of perennial snow patches, it must be important to evaluate such influences of debris flow on snow patches.

    In order to facilitate the measurement of liquid-water content of snow in high mountains, a portable calorimeter named "Endo-type snow-water content meter" tvas developed. It is composed of a metal-coated container made of insulating materials and a lid of the container with a small-thermistor thermometer. Its strong points are its light weight, small size and easy fabrication with cheap materials. The total weight of the device is as light as 250 g, which is less than 10% of the snow-water content meter widely used in Japan (Akitaya-type snow-water content meter). The results of experiments have revealed that the device is capable of measuring the liquid-water content within 2 minutes with an accuracy of 2% by weight.

    Distributions of snow hardness minutely measured with a handy-type digital load-gauge (push-pull gauge) are demonstrated. This push-pull gauge is of compact design and is useful for precise measurement of tension and compression loads. It can measure the maximum strength of a snowpack when it is destroyed by the attachment pushed horizontally into the side of the pit. Because it takes only a few seconds for one measurement, snow-hardness distribution can be measured at very small space intervals more quickly and with less effort than by using any previous hardness meter, such as a rammsonde, Canadian gauge, Kinosita-type hardness meter, and so on.
    Snow-pit observations were made at Saiho, Sapporo and Minakami, Japan, in the winter seasons of 1996 and 1997. The snow hardness was measured with the push-pull gauge at regular intervals of 5 cm vertically and 10 cm horizontally. Some weak layers between harder layers could be detected with the push-pull gauge whereas they could nor be using the rammsonde. The hardness of snow was observed to be almost uniform horizontally before snowmelt. Once meltwater infiltrated into the snowpack, its distribution became heterogeneous. It was revealed that the hardness of the fine-grained compacted snow layer with grain-sizes less than 0.5 mm showed a high correlation with the fourth power of the snow density.

    Aiming at controlling the running of Maglev (magnetically levitated) vehicles under snowfall, a measuring system for profiling snow depths in a U-shaped Maglev guideway by image processing was developed using the light cross section method. This system, composed of control and data analysis devices, a CCD-camera unit and a semiconductor laser scanning unit, measures the snow depth at 80 points in 2 minutes for every snow cover profile 4.6 min width. The field tests revealed that the system was capable of measuring the profiles with an accuracy of +/-10 mm except when the snow cover was saturated with water, irrespective of the measuring conditions such as the weather and the type of snow.

In order to investigate the coefficients of static friction between the soles of some kinds of shoes and snowy or icy surfaces, slip tests were made in a coldroom with the examinee wearing various shoes. As a result, the coefficients of static friction for four kinds of shoes, i.e., low shoes with flat soles, low shoes with notched soft soles, winter high shoes and rubber boots were calculated. In addition, it was found that sprinkling sand on an icy surface was effective in increasing the coefficient of static friction mu s below 0 degrees C.

    Remaining snow surrounded by a ground surface and a ground surface surrounded by remaining snow are called yukigata in Japan. Some of famous yukigatas have a name and oral literature. There are more than 300 famous yukigatas. The yukigatas have been used mainly as a kind of calendar for agriculture in most of the snowy regions in Japan since long ago. Recently, however, the yukigatas are being forgotten because the primitive ways for agriculture are disappearing with the progress of agricultural technology. On the other hand, the formation of yukigata is governed by the topography of the mountains and snow accumulation and snowmelt. Therefore, yukigatas have information on topographical features, distribution of mountain snow and climate change. Moreover, it is possible to use yukigata as sightseeing resources or material for nature education.

    The densification of water-saturated firn, which had formed just above the firn-ice transition in the wet-snow zone of temperate glaciers, was investigated by compression tests under pressures ranging from 0.036 to 0.173 MPa, with special reference to the relationship between densification rate, time and pressure. At each test, the logarithm of the densification rate was proportional to the logarithm of the time, and its proportionality constant increased exponentially with increasing pressure. The time necessary for ice formation in the firn aquifer was calculated using the empirical formula obtained from the tests. Consequently, the necessary time decreased exponentially as the pressure increased, which shows that the transformation from firn to ice can be completed within the period when the firn aquifer exists, if the overburden pressure acting on the water-saturated firn is above 0.12-0.14 MPa. This critical value of pressure was in good agreement with the overburden pressure obtained from depth-density curves of temperate glaciers. It was concluded that the depth of firn-ice transition was self-balanced by the overburden pressure to result in the concentration between 20 and 30 m.

    2021年度は、大型車のスタック発生メカニズムの解明、スタックの危険性の定量的評価およびスタック発生予測モデルの開発を実施した。また、過去に発生した雪による車両滞留の事例を整理し、データベースを作成した。
    2022年2月に北海道千歳市において、実車試験を実施した。この実車試験はスタックのし易さ(スタック脆弱性)を定量的に評価することを目的とした定量化試験と、大型車のスタックメカニズムを検証することを目的としたメカニズム試験に分けられる。定量化試験では、載荷の有無や輪荷重を考慮して、大型車を含め各車種のスタック脆弱性を定量的に評価できた。メカニズム試験では、トラクターとトレーラーの連結車において、圧雪路面に凹凸が発生する状況下では著しくスタックし易くなる可能性があることを明らかにした。
    スタック発生予測モデルに関しては、路面雪氷状態予測モデルをスタックリスクモデルへと発展させた。この関係性については特許を出願した。また、スタックリスクモデルをWeb上に公開するシステムを構築し、新潟県、福井県および鳥取県を対象として昨冬にスタックリスクの予測を試行した。
    2020/21年冬期までに日本において発生した雪による車両滞留イベントについて、発生日時、場所、路線名、発生原因、車種、滞留規模、発生状況等をとりまとめ、「雪による車両滞留イベントデータベース」として公開した。
    以上、大雪による立ち往生が多発し、その対策が急務となっている中、スタック発生メカニズムの解明やスタックの危険性(ここではスタック脆弱性)の定量的評価は効果的なスタック対策やドライバーへのより適切な啓発に繋がる知見である。また、スタック発生予測モデルは広域迂回や予防的除雪の適切な実施を支援する技術となる。さらに、雪による車両滞留イベントデータベースは、気象的見地から車両滞留の発生リスクを推定するデータとしての活用が期待される。

    In order to clarify the relationship between release of a glide avalanche and changes in physical properties of a snowpack in the starting zone, various observations were carried out on a steep slope in Oshirakawa, Uonuma City, Niigata. During the period between the onset of snow glide and the avalanche release in the winter of 2020/21, values measured with dielectric soil moisture probes which were installed into the lowest layer of the snowpack showed a sudden decrease followed by a large increase. In addition, specific electric conductivity of water in a small stream from the starting zone showed remarkable increase several hours before the avalanche release. These changes can be regarded as precursors of avalanche release. On the other hand, results of observations on tipping process of deciduous shrubs on the slope indicate that weather conditions in early winter also have a significant influence on snow glide and avalanche release.

    We investigated the surface avalanche at Mt. Nasu on 27 March, 2017, which killed 8 people including 7 high school students. We found that the weak layer causing the avalanche consisted of no-rimed fallen crystal associated with the cyclone system and heavy snowfall amount on the weak layer triggered the avalanche. Our statistical analyses indicated that the similar heavy snowfall events occur about one every 19 years in March. Using the avalanche dynamics model, we infered the starting point of the avalanche which could not be determined by the field observation. We also make the database of avalanche history in the area and developed the forecasting system of avalanche caused by the cyclone system.

    Snow-clad volcanoes have high hazard risks of snow-melt lahars caused by direct eruptions and rain-on-snow-triggered lahars during the snow-melt season after the eruptions. The research project deals with two active volcanoes (Mts. Azuma and Adatara) having thick snowpack during winter, and aims to reveal 1) snowpack characteristics such as altitudinal distribution of snow water equivalent and energy balance at the snow surface and 2) background characteristics of hydrology (discharge, water stage, and water quality) and sediment transport (suspended sediment concentration and turbidity) in rivers downstream of the volcanoes during a pre-eruptive (i.e. inter-eruptive) period.

    In this study, we conducted a comprehensive investigation of the damage made by Nepal Gorkha Earthquake occurred on 25 April 2015. The main items of understandings of the investigation and analysis are: 1) earthquake occurrence mechanism , 2) mechanism of slope failures in the mountainous areas due to the earthquake and fault activities, 3) situation of damage and destruction of buildings and civil infrastructures, 4) situation analysis of earthquake-induced ice avalanche disaster, and 5) overall disaster risk assessment. Through these items of understanding, we contributed to second-stage disaster reduction and restoration plan preparation in Nepal.

    Systematic full-scale avalanche experiments have been carried out in Niseko, Hokkaido. Several video cameras were used to investigate the flow behavior. Further, drones were applied not only to record the avalanche motion but to create the digital elevation models for the pre- and post-avalanche events. In order to record the internal motion of avalanches, inertial measurements units (IMU) were also set. Seismometers and infrasound microphones were also set close to the avalanche path. Furthermore, a Doppler radar and an infrared camera were introduced. Obtained results revealed that the combination of different data is effective measures to characterize their structures.
    Further, we draw the snow avalanche hazard map in the study area with taking into account the uncertainty of the model input parameters: volume, bed friction angle and the position of the release. We introduced the Polynomial Chaos Quadrature method (PCQ) and probability of the avalanche arrival was evaluated.

    Due to change the horizontal place of generation and intensity of snowfalls by passing route of cyclones, it is difficult to understand the actual status of extreme snowfall phenomenon in the areas of the Pacific Ocean. In this study, spatio-temporal fluctuations of snow depth distribution were analyzed in a climatological context to assess the regional characteristics of snowfall amount and intensity after the cyclone passage the south coast of Japan. The result demonstrate the annual frequency of heavy snowfall varies depending on the areas, and the gradient of snow depth distribution of on the mountain tends to be smaller than those of the area facing the Sea of Japan.

    This study primarily intended to optimize an unknown parameter used in a model for estimating outflow from the bottom of a snowpack in case it is applied to snowpack on slopes. Consequently, the fluctuation range of the parameter value was found to be considerably large, indicating that the improvement of model versatility requires the incorporation of effects of snowpack structure into the model. Although the relationship between outflows from the bottom of a snowpack and snow glide rates was not able to be clarified, the possible presence of the short-time forecast of glide avalanches was indicated by using the mathematical model for instability in snow gliding motion, proposed by Nohguchi (1989).

    We have investigated the heavy snowfall event and disaster that occurred in the Kanto-Koshin district on Feburuary 14-16, with special attention to meteorological and snowfall characteristics, atmospheric circulation fields, snow cover distribution, snowpack properties, snow avalanche and snowmelt disasters, snow damages of buildings and greenhouses, traffic disturbances, and avalanche hazard map.     Extreme weather events often bring natural hazards in Japan. In particular, heavy snowfall brings great damages for inhabitants life with various disasters. Associated with recent Arctic climate changes, cold waves often attack the Far East region during winter in recent 10 years, which caused many extreme heavy snowfall events in Japan. Towards understandings of such extreme snowfall events in Japan, we developed an online auto-collecting system using weather observational network. Further, we constructed “Real-time analysis system”based on integrated data auto-collecting and analyzing system through installation of regional weather forecast models.

    A large quantity of meltwater which infiltrate into the ground during melt season causes a decrease in stability of slope and snowpack, and thus may lead to slope failures and snow avalanches. Aiming at establishing a general-purpose snowmelt model (temperature-radiation index melt model), we investigated the variability characteristics of the model coefficients based on the heat balance observations at melting snow surface in many mountain regions. In addition, we studied a risk evaluation method of wet snow avalanches by focusing on the outflow from the bottom of a snowpack during melt season. Consequently, although a general-purpose snowmelt model was not completed in this study, a new percolation model with high estimate accuracy was proposed, which will contribute to the prevention of snowmelt-induced disasters in mountain regions where available meteorological data is limited.

    Surface snow is one of snow types on sliding layer of surface snow avalanches. It has been considered that surface hoar developed by supply of excess atmospheric vapor to radiation-cooled snow surface.
    This study revealed that greatly grown surface hoar, which could become sliding layer snow of surface snow avalanche, was formed by attaching of super-cooled droplets in super-cooled fog/cloud covering snow surface of newly fallen snow or lightly grown surface hoar, and that heavy snowfall just after developing surface hoar directly led to the release of surface snow avalanche. However, the successive combination of above two meteorological conditions was revealed to hardly occur under normal change of weather in actuality.

    The Mizunashi river, located in the southern part of Niigata prefecture, is one of the rivers where slushflows often occur. The middle and lower reaches of the river flows in the alluvial fan and joins the Uono river In order to make clear hydrogeological and hydrometeorological backgrounds lurking behind the repeated occurrence of slushflow, hydrological observations, including water levels of the stream and groundwater levels, glaciological observations and subsurface structure investigations were carried out in this river The following are main results obtained.
    1. Disappearance of surface water and snow accumulation on river bed
    At the lower edge of the fan, the surface water often disappears entirely from the river channel. The position where surface water disappears depends on the discharge at the apex of fan. Since the apex discharge decreases to 2 m^3/s or less during the snow season, the snow accumulation on the river bed is possible between the confluence point and 5 km point to the upstream side. This fills one of the necessary conditions of slushflow occurrence.
    2. Subsurface structure and groundwater level
    Electric prospecting surveys and existing boring data permitted the estimation of subsurface structure along the river. The water table becomes the deepest at the 45 km point in concert with the drastic drop of basement It appears certain that this structure contributes to the disappearance of surface water mentioned above.
    3. Fluctuations of river water level during the snow season and slushflow releases
    Measurements of river water level showed that water flowed continuously throughout the winter at the apex of fan. Meanwhile, surface water completely disappeared from the beginning of snow season to midwinter When large quantity of water was supplied to the river basin by the passage of low-pressure systems in winter, sudden emergence of surface water and rapid rise of water level were observed several times at the middle and lower reaches of the river where its bed was covered with snow. At those cases, after the entire snowpack had been saturated with water in several minutes, water was flowing over the snow surface over 5-10 m in width and the slushflow released in some cases.
    4. Conclusions and future issues
    Slushflows in the Mizunashi river are characterized by hydrological environments peculiar to alluvial fans, a extremely-low slope angle and a lack of impermeable bed surface, such as permafrost, ice and rock. Aiming at the development of the forecast method of slushflows in the Mizunashi river, it is necessary to develop the behavior model of surface water in which interaction relationships between groundwater and river water must be considered It is likely that the frequency of rainfall in midwinter is increasing in Japan due to effects of global warming; the clarification of slushflow may become important more and more.

    日本各地に甚大な被害をもたらした平成18年豪雪について、本研究では、大気大循環場と降雪特性、積雪特性の広域分布と雪崩災害、生活及び建築関連雪害、予測技術と軽減方策の四つの研究課題を設定し調査研究を実施した。大気大循環の調査からは、寒気の南下は38豪雪に次ぐ規模であり、特に12月は冬季モンスーン指標が過去50年で最大となったこと、それには熱帯域の影響も示唆されることなどの特徴が明らかになった。その結果、1月初旬に既に最深積雪に近い積雪を各地で記録した。この時点の広域での積雪分布を調査したところ、新潟県上中越から長野、群馬両県境にかけての山間部を始め、東北、中部、中国地方でも特に山間地域に多量の積雪が集中していたことがわかった。山間地での降積雪は必然的に雪崩を誘発し、数多くの乾雪表層雪崩の発生をみた。本研究では死者の出た秋田県乳頭温泉での雪崩を始め、多くの現地調査を行いその発生要因を調査した。また、広域の一斉断面観測により、早い時期からの積雪増加が高密度で硬い雪質をもたらしたことが観測され、それが生活関連雪害にも反映したことが推測された。生活関連雪害では、死者(交通事故を除く)の圧倒的多数(3/4)は雪処理中の事故によるものであった。その比率は56豪雪時(1/2)と比べて増加していること、多くは高齢者で全体の2/3をしめ、70歳代が群を抜き、高齢者が雪処理に従事せざるを得ない状況などが読み取れた。また、56豪雪と比べて家屋の倒壊による死者が多く、老朽家屋に高齢者が住んでいて被害に遭遇するという構造がうかがえた。さらに本研究では、積雪変質モデルを使った雪崩危険度予測を行い、実際の雪崩発生と比較検討するとともに雪崩の危険性によって長期間閉鎖された国道405号線に適用する試みや冬季のリスクマネジメントに関する調査等を実施し、雪氷災害の被害軽減に有効な手法についての研究も行った。

    1 洪水と破堤に関する気象学・河川工学・地盤工学からの検討
    (1)記録的な豪雨に対して,アメダス気象観測点の他に多数の雨量観測を収集した.雨量の解析から日雨量400mmを越える降雨は新潟県の栃尾地域のみではなく西部の出雲崎地域にも分布していたことが明らかとなった.
    (2)流域の3つのダムは,降雨初期には貯水効果を発揮したが,記録的な降雨量のため機能を超過したため,中流域では堤防を各地で越流する超過洪水となっていたことが明らかとなった.
    (3)2つの大規模な破堤地点での要因は,最終的には越流が引き金になっている.しかし,三条地域では旧河川流路にあたる砂礫地盤の直上部が破堤しており,堤外の水圧の増加に伴って砂礫地盤への浸透がおこり堤防が不安定になり一気に決壊したものと考えられる.
    (4)破堤部付近で住家の破壊・流出を含めた建物被害の分布と広域的な浸水深度と流向の測定を行ない,浸水の深度分布と拡散過程を明らかにした.
    2「災害弱者」の防災対策の検討
    高齢者など災害弱者を中心とした被災状況を詳しく調査・分析した.この結果,高齢者の中でも独居や要介護者が被災したことが明らかとなった.また,在宅避難のあり方についても提言を行なった.
    3 地すべりなどの土砂災害に関する地質・地盤工学からの検討
    栃尾地域と出雲崎地域の斜面災害について,分布と要因を解析した.表層崩壊,岩盤崩壊,崩壊性地すべりなどいくつかのパターンに区分できた.
    4 洪水が農作物に与えた被害の実態調査と今後の評価
    冠水地での水稲の生育被害を調査した.結果は冠水日数によって分げつ数の違いがあり枝穂の増加によって収量の低下が認められた.また,被災直後の衛星画像解析から,被害(収量減少)の予測が可能であることが明らかとなった.
