Distribution and Desi Character of Component Buildings in Streetscape of KAGAI -A Case of FURUMACHI in NIIGATA City- Reviewed

1. Background and Purpose 
Kagai collectively inherit many aspect of traditional Japanese culture, from architecture to music and cuisine both tangible and intangible. In the past, Kagai were ubiquitous throughout Japan. Today, the number of active Kagai is about 50. Furumachi Kagai is a significant area, because the historic district, which is different from those in Kyoto or Kanazawa, is remained. Most traditional Kagai in comparatively large cities were lost by air raids in the Second World War. First, this study aims to clarify distribution of historic buildings, Kagai buildings, former Kagai buildings, and multi-tenant buildings in Furumachi Kagai. Second, this study aims to clarify design character and detailing regarding historic buildings in terms of difference between Kagai building and non Kagai building. This is to prepare a basic date for expected district designation and establishment of a design guideline. 
 
2. Overview of Furumachi Kagai and research methods 
Niigata was originally established as a port-town and rebuilt on the present site in 1655. Furumachi is located in the center of Niigata. Furumachi Kagai was formed on Furumachi-dori, 8 bancho and 9 bancho in Middle Meiji period. Furumachi Kagai contains 13 ryoriya and 27 geisha in 2018. The study conducts fieldwork, documentary records research, and interviews with various personnel including the landlady of ryoriya and geisha in Furumachi Kagai. 
 
3. Conclusions 
1) 84 / 244 (34%) buildings are estimated to be historic buildings in the central part of Furumachi Kagai. Mostly remaining area is the area along 9 bancho side of Higashi-shinmichi (Eastern new street). On the other hand, this area is fewer than any other area in problem on streetscape. In addition, it is relatively easy to build consensus among residents on streetscape improvement in the area. From the above, the area along 9 bancho side of Higashi-shinmichi is considered to preferentially introduce zoning of the streetscape. 
2) Regarding the design character of historic buildings, all non Kagai buildings are Machiya location and no front garden. On the other hand, some Kagai buildings and former Kagai buildings are quasi Machiya Type and Yashiki location with a front garden. In addition, almost half of ryoriya buildings have a front garden as entrance approach, there are different from machiya in old Niigata town in the light of appearance. On the other hand, most of okiya buildings are similar to machiya, and a few okiya buildings have a front garden on the entrance side. 
3) Regarding the detailing of historic buildings, building with a detailing often used to sukiya style account for about 40 %. Most of these buildings are Kagai building or former Kagai building. Moreover, detailing often used to sukiya style is assumed to be characteristic design in all businesses related to Kagai.

This study is aim to clarify distribution and facade characteristics of Machiya which has NOBORIBARI and SODEKABE in the former TONAMI county, TOYAMA prefecture. The results are as follows; 1) We extracted 649 buildings as Machiya. 2) NOBORIHARI and SODEKABE can be seen in the type of Machiya which has low hight of the second floor. The number is 110. 3) We classified them in 8 types. 4) There’s wooden eaves and latticework as common design other than NOBORIBARI and SODEKABE. On the other hand, there’s differences of characteristics on the design of SODEKABE and wooden eaves for each towns.

Opposition movement against the construction of pachinko parlors has recently been noticed nationwide. The aim of this study is to clarify enacting situations and contents of local ordinances concerning planning regulations of pachinko parlors. Object areas are prefectures and major cities nationwide, in addition, all municipalities of Keihanshin Metropolitan Area. The results are as follows:(1)Municipal ordinances are enacted intensively in Kinki region. 29 municipalities in Keihanshin area have enacted the ordinance. (2)Contents of prefectures' ordinance are similar to each other. (3)Regulations of municipal ordinances are more variety and stricter than those of prefectures'. Specifically, kind of zoning and designated facility have increased in municipal ordinances. In addition, ranges of regulation from designated facility have expanded.

A growing opposition movement against the sites that are designated for construction of pachinko parlors has recently been noticed nationwide. This study clarifies the scheme and the contents in which local ordinances determines the establishment of pachinko parlors in Hanshin area and in Ashiya city in particular. It is evident, the Act of Control and Improvement of Amusement Businesses, the Act of Building Standard, and local ordinance prohibit establishment of pachinko parlors in areas designated as special zoning and within certain distance from specific facilities. In addition, Ashiya uses a district planning system. Consequently, pachinko parlors are prohibited in the whole area of Ashiya city. This paper proposes that pachinko parlors should be prohibited in the unwanted area by combination of laws and ordinances.

The traditional townscape of Kagurazaka-KAGAI is appraised by citizens and tourists, whereas the structure of this townscape is not yet clarified. This paper clarified following three points.1. Prewar Kagurazaka-KAGAI provided more mysterious townscape for visitors than present condition because there are more complex network of alleys and taller buildings.2. The townscape, which has been rebuilt after the war, underwent big change. But some elements of prewar building design are inherited in KAGAI's buildings. Moreover, many ordinary buildings modeled after KAGAI's buildings in Kagurazaka-KAGAI.3. We need more consideration how to control a design of buildings out of Kagurazaka-KAGAI.

Recently, the modern architectures in urban spaces have been destroyed successively. How to regard the owners' approvals is a critical issue for the conservation. The purpose of this paper is to clarify the system and issues of registration of buildings without owners' approval. In Yokohama, since the municipality was anxious about infringement of private property, they established the system without regulations and announcements of the name of the registered building. In addition, this system brought some effects as follows, grasping situations of more buildings, using for strategic urban policy, enlightening owners and citizens. However, since it is legal for the official announcement, we should consider the system including discussion about methods of regulations and risks of announcements.
