    This paper analyzes the transaction network structure among plastic product manufacturing companies in Tsubame City using a dataset that comprehensively captures the transaction relationships in procurement and sales between companies. The degree distribution of the transaction network reveals characteristics of a scale-free network, similar to other inter-company transaction networks. Furthermore, plastic product manufacturing companies in Tsubame City exhibit a diverse set of customers in comparison to suppliers. In procurement, there is a significant number of transactions with wholesale companies, while in sales, transactions with manufacturing companies are more prevalent. This suggests that plastic products in Tsubame City are likely used as input materials in other manufacturing industries.

    With the low birth rate and aging population, the scale of public investments has shrunk in Japan since the beginning of the 2000s because infrastructure development has almost been completed. In this situation, the aging of infrastructure has emerged as a problem. In order to study the future needs for infrastructure in Japan, this paper conducts an industry-by-industry analysis of the economic effects of public investments—particularly, those may occur on private investment through changes in the productivity of capital—based on a long-term stock equilibrium approach. The results make clear that at least in the private service industry, an increase in public capital stock has consistently increased the productivity of private capital and has the effect of increasing the optimal level of private capital stock. In order to ensure that the productivity of the private sector in Japan will be sustained in the future, it is essential, at least, to maintain public capital stock.

    [Purpose] While the production amount of Japanese sake has been decreasing since 1973, sake production amount of Niigata, which is one of the most famous production areas of sake in Japan, has been increasing their volume because of the nationwide boom of local sake. However, sake production amount of Niigata also has been decreasing since 1997. Under this difficult situation, Niigata Daiichi Shuzo Co., Ltd., which is one of the small-scale breweries in Niigata, increased their sales record by product development of premium sake “Yanma”.
    [Methodology] This study aims to derive the theoretical propositions from the case study on the development of premium sake which is named “Yanma.” Niigata Daiichi Shuzo Co., Ltd. developed “Yanma” because their original sake had bad reputation in a market.
    [Findings] A present president, Yoshinori Takeda, took 8 years to develop "Yanma" after he became a chief manager of production in 1999. "Yanma" gets high reputation and popularity in a market and it’s been exported overseas since 2013.
    [Implications] The propositions (assumptions) derived from this case study are following two; 1. small-scale brewer (Niigata Daiichi Shuzo Co., Ltd.) creates innovation by denying original products or existing technologies, 2. small-scale brewer (Niigata Daiichi Shuzo Co., Ltd.) makes effective use of external resources to create a product of new value.

    This paper uses the inspection results of the “Annual Report on Road Maintenance”
    from FY 2014 2016 in Japan to investigate whether financial factors impact the soundness of bridges managed by local municipalities using survival analysis. Our results show that the deterioration of the soundness of bridges in regions with heavy snow is faster than in other areas. Additionally, we demonstrate that the deterioration to the required level of preventive maintenance in municipalities receiving a local tax grant is slower than in municipalities not receiving the grant. Conversely, the deterioration of the soundness of bridges to the point of impairing their function in municipalities receiving a local tax grant is shown to be faster than in municipalities not receiving the grant. These results indicate that the financial injection of maintenance for bridges was insufficient in regions with poor financial conditions and in disadvantaged areas.

    The major challenge for filling the financing gaps of green energy is lower rate of return of green projects comparing to fossil fuels. Electricity tariffs are often regulated by governments; It has to be kept in low price to serve for every households as a necessary goods. Sources of revenue from green energy comes only from user charges. Hence it is not so much attractive for private investors. The paper is proposing a model for utilization of the tax revenue spillover of green energy supply by returning the portion of it to green energy projects in order to increase their rate of return. In addition, the paper is proposing a social community based funding scheme for smaller scale green projects (e.g. solar and wind). The paper theoretically and empirically shows that utilizing spillover effect in form of tax return for funding green energy projects will increase the rate of return and make them feasible and interesting for the private investors.

    This paper analyzes the recent changes in the economic effect of infrastructure amid the declining trend of public investment, focusing on the productivity effect of public investment, and discusses how to promote spending of private-sector money for infrastructure investment by creating incentive mechanism.

    In the secondary and tertiary industries, the marginal productivity of public investment has declined in many regions in Japan, but even in recent years, public investment still has the productivity effect. Since the beginning of the 2000s until today, although regional allocation of public investment has changed, the structure of the regional disparity in the productivity effect of public investment has remained unchanged during this period.

    The important factors for further promoting the use of private sector resources in infrastructure development include: (1) the government’s involvement in high-risk undertakings; (2) earnings structure that appropriately reflects the economic effect of infrastructure; and (3) design of a system for increasing the incentive of the entities that operate infrastructure.

    The purpose of this paper is to clarify the situation of aging of infrastructure in Japan using the ratio of net capital stock to gross capital stock, and to reveal the problems about the maintenance of infrastructure based on the infrastructure asset management system, which is introduced in the local government of Japan in recent years. With respect to the aging of infrastructure, we fi nd that the aging of infrastructure in Japan is proceeding and that there are variations in the age of infrastructure between prefectures. Especially, the sewer system is especially aging in urban areas and has large variation between prefectures. The road is younger than others and the variation of age between prefectures is small. In the point of the problems about the maintenance of infrastructure, we must think about how to include the fairness in the system of infrastructure asset management. In addition, we have to decide how to set the level of safety in infrastructure through the information about the safety of infrastructure.
