The Hyogo Framework for Action, which was adopted in 2005, promotes the creation and strengthening of national platforms designated as national integrated disaster risk reduction (DRR) mechanisms. The Sendai Framework for Disaster Risk Reduction 2015– 2030 (the Sendai Framework) emphasizes the role played by science and technology in DRR decision-making and the importance of the support provided by the international scientific and technological community in DRR. The Global Forum on Science and Technology for Disaster Resilience 2017 (Tokyo Forum 2017) agreed to formulate guidelines supporting national platforms for DRR by efficiently utilizing scientific and technological tools and producing a synthesis report on disaster science and technology. Since each country is attributed the primary responsibility for implementing the aforementioned agreement according to its national needs and conditions, it should develop a mechanism that allows all stakeholders to share information on science and technology for DRR in their own language. Each national platform should review the status and issues of ongoing DRR efforts based on scientific and technological knowledge, enhance multi-sectoral discussion among various stakeholders about how DRR should be implemented in the country, and achieve consensus on the practical measures to be designed and implemented from a macro perspective. This paper defines a series of actions to be performed by the national platform of each coun-try as the “Nation’s Synthesis” and proposes the relevant functions and international cooperation frameworks to be established.

<p>During the Great East Japan Earthquake Disaster, medical team's responses in Iwate Prefecture Disaster Countermeasures Headquarters had many difficulties, especially during first nine days. In this paper we proposed to objectively reveal problems of response activities at the viewpoint of information processing by After Action Review focusing on the activity logs in the time series (chronologies). By using Emergency Support Function (ESF) as a framework of our analysis, we clarified the gap between the task that should be performed and actual conditions in the operation of Japan DMAT from hyperacute phase to subacute phase of medial responses.</p>

<p>The purpose of this study is to reveal the effects of seven critical elements of life recovery to the individual life recoveries by using random sampling data in Tohoku region. The sample consists of survivors who lived in Iwate, Miyagi and Fukushima Prefecture (N=2011, Response rate: 33.5%). As a result, following four points was shown. 1) The effects of housing damage and older person to the individual life recoveries disappeared when the seven critical elements of life recovery except for economic situation were controlled. 2) The economic situation affects the individual life recoveries through the effects of prefecture of residence. 3) GRP affects the individual life recoveries independently. 4) The effect sizes toward the individual life recoveries were large in order of "Physical and Mental Stress", "Economic/Financial Situation", "Housing".</p>

After the 2011 East Japan Earthquake, the Japanese Cabinet Office has promoted local governments and communities to develop a “Community Disaster Management Plan.” Local governments started to hold workshops to develop the said plan for residents in local communities. However, only a few residents (i.e., those who are interested in disaster prevention) participate in these workshops
thus, most residents do not have opportunities to survey disaster prevention. Considering this issue, we decided to develop a supporting application for individual disaster management plans by analyzing hazard risks and land features. In this research, we focused on evacuation planning for residents. Furthermore, we developed it as web-based application as any resident connected to the internet may be struggling with their evacuation. In our proposed application, users have to take seven steps: (1) learn features of tsunami attack and countermeasures during a tsunami disaster, (2) set start point for evacuation, (3) set first and second goal for evacuation based on lessons learned from the “Miracle of Kamaishi,” (4) search the shortest evacuation route from start point through the first goal to the second goal, (5) review change of elevation on the evacuation route, (6) review hazard risks and land feature on the evacuation route and to reroute if necessary, and (7) download their settled evacuation route to their own devices as a GPX file. After developing a prototype of the application, we published it as a web service. While the publishing was in process, we gathered logs on how users took actions based on our proposed application. Approximately 10 days after publishing the prototype, we analyzed the path of users’ action flow, and we detected issues that need to be resolved to improve esidents’ disaster management capacity during tsunami disasters. Generally, our application helped prepared users for tsunami disaster prevention.

This study proposes elements for creating scenarios covering those needing support during a natural disaster, comprising: 1) coefficients for scenarios concerning those needing support during a disaster, and 2) quantitative damage estimation cases related to facilities for those needing support during a disaster. These elements have not been incorporated into conventional damage estimation. The scenarios were applied to Tokyo, which is assumed to be an area affected by earthquakes occurring directly beneath the Tokyo Metropolitan Area, to establish a support system and implement map training.

Local governments usually designed disaster response plan by themselves in order to overcome disasters. In previous research, we developed the effective analysis method for disaster response which is "BFD (Business Flow Diagram)". In this research, in order to improve effect of BFD analysis, we designed and developed WBS Manager focusing on the process of WBS development which is a part of BFD analysis, because WBS development is fundamental process of BFD method. Especially we developed WBS Manager as web-based application, and implemented it to actual studies at local governments in planning their disaster response operations. In this paper, we introduced the overview of WBS Manager.

We investigated psychological adaptation to the Great Hanshin-Awaji Earthquake of 1995, using surveys conducted in 2001, 2003, 2005, and 2011. Respondents whose houses were damaged reported lower life satisfaction, more negative affect, and more health problems than those who did not suffer any damage in all surveys, including in 2011, or 16 years after the earthquake. Likewise, residents with at least one immediate family member who died in the earthquake reported lower life satisfaction, more negative affect, and more health problems than those who did not have any immediate family members killed in all surveys, including in 2011. Surprisingly, the effect of housing damage on subjective well-being remained significant, above and beyond human loss. Equally important, the 2011 survey data showed that pre-existing differences in socioeconomic status between the victims of housing damage and human loss did not change our main findings. <p>We conducted a random sampled questionnaire survey of disaster victims of the Great Hanshin-Awaji (Kobe) Earthquake Disaster. We clarified victims' situation and problems of sixteenth year in life recovery process. We set the "recovery follow-up phase" as the sixth stage in life recovery process. We analyzed changing of victims residence, victims awareness and life recovery feeling, life recovery process using life recovery calendar method and attaching the meaning to disaster experience. As a result, for victims of the fully damaged houses or independent business men,we found that they need follow-up recovery aides in more than ten years after earthquake.</p>

Many people were injured or otherwise suffered during evacuation or on their way home in the Greater Tokyo Area during the 2011 East Japan (Tohoku) Earthquake. One lesson from this disaster was that they had to decide what was best based on their individual attribute. However, we have no supporting tool for them to decide their appropriate behavior, so we designed and developed an information provision system, based on a micromedia concept, that features (i) using logs of their location logs, and (ii) introducing spatial data mashup method to abstract information based on individual user needs. We then implemented our prototype application and got reviews from 64 users. As the result of evaluation to our system from 64 users, most of them accepted the concept of micromedia, but pointed out issues about spatial layers management, personal information treatment and how to express information.

Once disaster occurs, we should start building damage assessment for issuing victim certificate. It was common way to use paper-based survey sheets, this causes complicated data quality management. Against this issue, we aimed to develop web-based system for building damage assessment on online network. To implement this application, we designed WebEOC just configuring templates. WebEOC is a web-enabled incident and event management system produced by Esi Acquisition, Inc, in U.S.A. After developing this application, we applied it to actual disaster response at two typhoons in 2013 in Japan. At Typhoon MAN-YI (1318), over 50 city officers utilized this application for damage assessment of about 1,000 buildings at Fukuchiyama city, Kyoto. At Typhoon WIPHA (1326), over 100 city officers utilized this application for damage assessment of about 800 buildings at Oshima town, Tokyo. Significant effect of implementing this application was that administrative staff monitored the progress of assessment in real-time, and this realized rational and effective planning for human-resource management. Finally, we realized rapid assessment and high-quality data management.

This paper reports on process of the business continuity plan development aimed at the establishment of the standardized crisis control system and efficient expressway operation by applying both BFD (Business Flow Diagram) and CPM (Critical Path Method) through the case study at NEXCO West Japan. Especially, it also can be shown that the introduction of CPM for WBS (Work Break Down structure) of emergency behavior is effective to find critical path and to decide the priority of countermeasures against various risks under cost restraint.

Disaster victims, who cannot make progress in their life recovery by themselves, need to be supported generously by local government. However, there is no information management system for the progress of their life recovery process in order to identify the individual needs of victims. In the first step of this research, we designed and developed Victims Master Database which stored the situation of progress of victims' life recovery process. This master database is developed by the integration of 5 databases; two of those are Residents' Ledger and Fixed Asset Tax Rolls which are used in daily routine business, and the others are databases for granted certification of building damage degree, relief programs management and public temporary housing management which are constructed after the disaster. In this integration, however, it is unable to connect together simply because there is no relational key in each database. Against this issue, we applied GeoWrap method which can connect databases in GIS by the spatial proximity between pieces of information. In the second step, we developed the information management system which can ascertain victims' life recovery status and visualize it in spatial. By using this system, responders developed common operational pictures of victims' status, and provide generous support for victims with special needs effectively.

This paper introduces the current situation of the measures for evacuation support for vulnerable people to disasters and difficult cases, and suggests some administrative and legal problems from the viewpoint of how to promote the measures for evacuation support at the local level. The author discusses administrative and legal procedures that should be completed by municipalities to provide local community with the personal information of vulnerable people to disasters and how to offer nursing-care services to elderly people and disabled people, etc. after evacuation.

The Victims with special needs require the support for going through each phase; 1) move to evacuation site, 2) live in evacuation shelters, 3) live in temporary housings, 4) rebuild the life. The final destination of those supports must be the self-reliance efforts to realize rebuild the life after disaster; however, the process is never planned as the whole. Japan Association of Certified Care Workers sent the professional volunteers to the disaster-stricken area of the Niigataken Chuetsu-oki Earthquake in 2007. We interviewed some of them to build the hypothesis and surveyed 50 of them to clarify the situation on the evacuation site. We also found the 7 Livelihood Domain JACCW Model could be used as the framework to support the victims with special needs after the disaster.

An unprecedented damage losses is expected as the worst scenario of a M7.3 earthquake hit Tokyo Metropolitan. In response to this, MEXT started a new research program of which all authors in the paper participated. Under this research program, we adopted the logistic process of Theory of Constraints to clarify the problem schemes from near-field earthquake in Tokyo metropolitan area. We had 4 rounds of comprehensive workshop with more than 80 experts in various related fields and 3 rounds of facilitator workshop to created problem schemes. As a result of this workshop, 2,989 entities were identified, with problem schemes of 14 Core Conflicts were elaborated.

<p>To establish the evacuation support system for vulnerable people to disasters, sorne efforts about collecting and sharing personal information are attempted. However, these efforts don't always produce good results. By the analysis of collection and sharing Personal information process on vulnerable peaple to disasters, people in communities feel the necessities of collection and sharing. At the some time, they have serious concerns about protection of personal information. In this paper, the discussion on the evacuation support for vulnerable people to disasters is reconstructed from the point of local community. And this paper proposes the practical ways about collecting and sharing personal information of vulnerable people to disasters.</p>

It is said that Tonankai-Nankai Earthquake will occur along Nankai - trough in near future. The countermeasures for this earthquake become urgent problems for the local governments in Kinki region. Furthermore, the evacuation of vulnerable people to disasters becomes problem from some resent flood disasters. And the population aging will advance rapidly in Japan, the evacuation of vulnerable people to disasters will be big problem. This paper suggests the strategy planning ontsunami evacuation countermeasures. This strategy planning was discussed by somelocal government staffs of disaster management division in Kinki region and someresearchers.

We examined panel data (N=297) to evaluate changes in the victim's feeling of recovery after the Great Hanshin-Awaji Earthquake. Then, based on six-years data, we determined the transition pattern of the victim's feeling of the long-term life recovery. We classified the change in the victim's feeling of life recovery into four patterns: ++ type, +type, - type, and -- type.

<p>We clarified the life reconstruction process for ten years after the 1995 Great Hanshin-Awaji (Kobe) Earthquake Disaster and examined the stability and reliability of indicators capable of objectively measuring reconstruction process through the analysis of the data from the social random sampled surveys, which were conducted in 1999, 2001, 2003 and 2005. We found that; 1) although redeveloping destructed cities is progressing steadily in ten years, the impact of the disaster remains in local economy; 2) the victims with large house damage have not yet recovered well from the disaster in ten years; 3) the indicators can stably explain victims' and affected area's present conditions.</p>

<p>Firstly, this report explains the background of social demands on evacuation support for vulnerable people to disasters. And the legal bases are explained about the demands on evacuation support for vulnerable people to disasters. It is mentioned about the collecting and sharing process of personal information and the supporters for vulnerable people to disasters. The legal acts on protection for personal information are analyzed for vulnerable people to disasters<tt>．</tt>Finally, the legal effectiveness is discussed for the protection of personal information. <p>The purpose of this research clarifies Great Hanshin-Awaji Earthquake the victim's recovery by using the panel data(N=297).And,it was examined whether there was a constant pattern in the transition of the ife recovery feeling. As a result, the transition pattern of a long-term life recoveryl feeling afterwards of year sixth has been decided for the victim. <p>The purpose of this research is that it clarifies the Great Hanshin-Awaji Earthquake victim's life recovery through panel data(N=364). The influence level that the respondent's information(attribute,house damage etc) gave to the life recovery feeling at the time of 2003 was examined.It was clarified that certain patterns were in the factor group that provided for the victim's life recovery eight years from the following result; two factor groups that life recovery feeling is predictable was derived in 1) 2001 (civic mindedness, civic engagement, mental and physical stress,2001job*house damage), 2) 2003(income, family cohesion).</p>

<p>Two researches were conducted to clarify the disaster process of the elderys in the Niigata Flood and Mid-Niigata Prefecture Earthquake. The major findings were as follows: 1. the care managers as fhe professionals licenced by the government-sponsored Long-Term Care Insurance System worked effectively to manage the needs of moving temporarily to care facilities, 2. 51 elderys still stayed in the care facilities, while victims in the impacted area had begun to consruct their lives in the region, 3. the numbers of people who took in-home services decreased month after the inpact, while the numbers of victims who took in-facilities services increased. The disaster care management system needs to be established for responding to the eldery's special needs in disasters.</p>

<p>The random sampled survey was designed to clarify the disaster process of victims in the 2004 Mid-Niigata Prefecture Earthquake. The findings of the survey were as follows: 1)About 70% of the respondents escaped to the outside of their home staying in cars, tents and garages on the day of the impact because of the terror of the aftershocks, 2) Almost 100% of the respondents tried to confirm the safety of somebody or/and something right after the impact, 3)According to the 'Reconstruction Calendar,' the majority of the victims thought their offices/schools had resumed, and the financial situation of households were getting better, while other items about housing, daily life had not been restored yet.</p>

This paper introduces a comprehensive earthquake disaster reduction planning process spotlighting to stakeholder involvement The planning process was developed from a case study in Marikina City, Metro-Manila, Philippines. Planning process was developed considering the following points could be accomplished; 1) Stakeholder involvement, 2) Coordination with a future developing plan, 3) Installing strategic planning framework, and 4) Comprehensiveness of contents. Marikina Comprehensive Earthquake Disaster Reduction Program (CEDR) and Action Plan was established through a collaborative work with stakeholders of Marikina City Government. Uniqueness of established plan is also introduced.

The current study aimed to develop and test models of life recovery. Based on reviews of preceding studies in Japan and US, the current paper constructed and compared eight different models of life recovery. Structural Equation Modeling (SEM) was applied to the data obtained by the 2003 Hyogo Prefecture Survey on disaster survivors (N=1203). A final SEM model provided causal chains of recovery promoting factors, recovery process and recovery outcome. Its research and practice implications were discussed.

Through the analysis of the data from the social rondara surveys, this study clarities the patterns of victims' behaviors, which were changed at the points of 10,100, and 1000 hours after the event occurred. 50% of the victims were sure that "the difficult life would continue for the time being" and "they had the whole picture of the damage at that time" 10 hours after the event. 50% of the victims were sure that "they were completely safe," "the workplaces/schools got back to the normal", and "the matters of dwellings were settled" 100 hours after. 50% of the victims thought that "they were not disaster victims any more" after 1000hours.

Under the potential threat of Nankai-Tonankai Earthquake, h is urgent and important for reducing resulting disasters to build up the capacities of stakeholders in the region. In order to improve their disaster mitigation and preparedness capacities, we proposed strategies and tactics for stakeholders to develop the local earthquake disaster reduction plan by themselves. The process can enhance their proactive attitude toward the disaster management issue and grow the sense of ownership. The effectiveness of the strategies and tactics was successfully demonstrated in a case study of constructing an Earthquake Disaster Reduction Plan in MarikinaCity, Philippines.

This paper shows a process of establishing holistic disaster counter measures to seismic risk through workshops. As a case study site, Marikina city, Philippines has been selected in order to implement the disaster planning process. We planned 5 workshops with Marikina city staffs for disaster mitigation and preparedness plan by themselves. Damage risk assessment was carried out for these facilities that were selected after "Problem Identification Workshop". GESI methodology was applied to assess damage state of each structure and the result about damage risk assessment was made public to stakeholders. As important assets by city staffs goals and objectives to reduce earthquake disaster losses were discussed in "Risk Assessment and Goal Setting Workshop".

<p>Three types of life recovery patterns from disaster damages, that are, recovery back to what a life used to be (recovery), reconstruction of new active life styles (reconstruction), and retreat into a depressive state (retreat), were deduced from various disaster psychological findings, and also generated from the results of a preceding questionnaire survey. To examine the validity of the typology, a questionnaire survey was conducted in 2003 in the region hit by the Great Hanshin-Awaji Earthquake. The results showed that three types were differentiated clearly, and that the respondents were approximately distributed 70% for recovery, 20% for reconstruction, and 10% for retreat. The determinants and specific characteristics of these three types of victims were also investigated.</p>

<p>In order to mitigate damages caused by earthquakes covering wide areas,it is necessary to increase the awareness towards disaster mitigation among various stakeholders. For this to happen, it is essential for the citizens at risk to participate consistentely in decision making process for disater mitigation as a key stakeholders. Workshop method with multiple-stakeholders has been successful as an effective tool for citizen involvement. Grand KJ was proved to be a very useful methodology used in Workshops to help people increase their awareness towards issues by introducing them to clarify the problem structure under consideration. The purpose of this research is to develop an electrical supporting system for Grand KJ to make a very time-consuming process more efficient and intelligible.</p>

<p>This study is based on the analysis of two panel surveys conducted in the impacted area of the Great Hanshin-Awaji Earthquake in 2001 and 2003. The results of the analysis clarified the secular change of the situation of the family budget 6 and 8 years after the earthquake. The major results of the panel surveys are as follows：①the degree of housing damage the respondents suffered was not the major determinant of the situation of family budget any more in the 2003 Survey, especially incomes and expenses，②the upturn in the family budget began from basic items of expenses to selective items of expenses, while the deterioration of living expenses did not have any obvious patterns.</p>

The seven elements model of socio-economic recovery from the Kobe Earthquake was formed as a result of the grass roots workshops in Kobe 5^<th> year Assessment. This study examined the validity of the model by a questionnaire survey, 2001 Kobe Panel Survey, with the follwing procedure: 1) developing a scale measuring psychological assessment of life-restoration 2) searching the causality between the life-restoration scale and the seven elements of life recovery 3) building the general linear model of psychological life restoration determined on the seven elements model of socio-economic recovery from the Kobe Earthquake.

This paper showed 3 points; 1) 2001 Survey data replicated the all of the basic findings obtained for 1999 Survey to provide quantitative estimates for post-earthquake disaster responses; 2) After the impact, 33.2% of respondents were evacuated, and 41.9% of those moved to emergency shelters. At 100^<th> and 1000^<th> hours, around 20% of evacuees stayed at families' or relatives' houses. After several years, 91.4% of respondents had already moved back to their own housing, while 12.8% of evacuees stayed at private rental apartments and 5.1% stayed at government-supplied free temporary housing; 3) it was within the first 150 hours that the information regarding housing and resettlement was sought especially by the elderly or victims whose houses were severely damaged.

阪神・淡路大震災の被災地に暮らす人々に「2001年兵庫県生活復興調査」を隔年実施の第1回パネル調査として2001年1月に実施した (住民台帳からの確率比例抽出 (N=3300)、回答数1389 (42.1%)、有効回答数1250 (37.9%))。本報告では、家計のやりくりに関する項目に注目し、震災がくらしむきに及ぼした世帯単位の影響について検討した。家屋被害の程度と家計の状態に強い関連性が見られた。収入・支出の関係を見ると、(1) 家屋被害が大きくなるほど、収入が減り、支出が増え、預貯金が減り (2) 住居・家具費、医療費、保険料は家屋被害が大きいほど増える一方だった (3) 一方外食費、レジャー費といった生活のうるおいにかかわる部分は全世帯で極度に圧縮され (4) 他の支出細目は世帯間のバラツキが目立った。

Two hypotheses were formed by the previous study with regard to 1) the existence of seven life recovery tasks and 2) their structure. The seven life recovery tasks include Housing, Social Support Network, Land Use Planning, Physical and Mental Health, Social Infrastructure and Preparedness, Government Assistance Policy, and Economic/Financial Situation. 551 respondents provided open-ended opinions. 1,799 opinions were classified based on the seven elements scheme, which accounted for 85.2% of the total opinions. Rank order of the seven elements corresponded with the hypothesized task structure. The external validity of the scheme as well as their structure were discussed based on the current findings.

In order to contribute to the field of disaster science, various research in Japan currently focus on the clarification of the phenomenon called “disaster.” Due to society’s demand for disaster prevention and disaster mitigation, these researches are carried out through collaboration among researchers in science, engineering, humanities, social sciences, etc. These research outcomes are aimed at the following: verification of disaster cases of earthquakes and volcanic eruptions; clarification of the disaster occurrence mechanisms of earthquakes and volcanic eruptions; sophistication of information for disaster mitigation of earthquakes and volcanic eruptions; and development of researchers, engineers, and human resources involved in disaster prevention operations and disaster prevention responses. This article puts these research outcomes to-gether from four points of view: 1) research on earthquakes and volcanic eruptions disaster cases, 2) clarification of disaster occurrence mechanisms of earthquakes and volcanic eruptions, 3) sophistication of information for disaster mitigation of earthquakes and volcanic eruptions, and 4) development of researchers, engineers, and human resources involved in disaster prevention operations and disaster prevention responses.
