This report presents the current situation of disaster victim's information registration and retrieval system in Kashiwazaki, Niigata, where Niigataken Chuetsu-oki Earthquake occurred in 2007, and points out some policy and legal affairs to register and to share disaster victim's information. There are two points in the report. Firstly, the formulation of disaster victim's information registration and retrieval system makes it possible to help people put their lives back in order. Secondly, the formulation reveals further problems about personal information protection.

The Noto Hanto earthquake, which occurred on March 25, 2007, created severe hazardous conditions and resulted in extensive damage in the northern part of the Noto Peninsula of Ishikawa prefecture, Central Japan. Over 30,000 Japanese-style wooden houses were damaged. We investigated the damage to Japanese wooden houses and structures in the Monzen area of Wajima city and the urban area of Anamizu town. Most of the houses in the Shikaiso, Touge, and Kuroshima districts of the Monzen area are situated on a terrace-formed alluvial cone formed due to slope failures. In contrast, the urban area of Anamizu town is formed on an alluvial coastal plain that has low resistance to strong motion. The extensive damage to houses was concentrated in the Touge district of the Monzen area probably due to the intensive spread of the strong motion from the earthquake source fault. The damage to the buildings in Anamizu town was caused by the amplification of motion from the earthquake.

<p>To establish the evacuation support system for vulnerable people to disasters, sorne efforts about collecting and sharing personal information are attempted. However, these efforts don't always produce good results. By the analysis of collection and sharing Personal information process on vulnerable peaple to disasters, people in communities feel the necessities of collection and sharing. At the some time, they have serious concerns about protection of personal information. In this paper, the discussion on the evacuation support for vulnerable people to disasters is reconstructed from the point of local community. And this paper proposes the practical ways about collecting and sharing personal information of vulnerable people to disasters.</p>

Risk management is consisted of 4 steps, 1) Risk Identification, 2) Risk Assessment, 3) Risk Control, 4) Risk Monitoring. Realizing the effective planning for risk management there is a need to develop the method of each step to be realized in the process of participatory strategic planning. The significance of this study is to develop simple and easy-to-use method for the first 2 steps. The 3 case studies were conducted in the groups of 1) the city administrators, 2) the university administrators, 3) the university students. In the result half of the risks those groups identified classified in the same quadrant with 2 axis; "internal-external cause" and "ordinary-extraordinary event."
