This project focuses on the multinational relations and state building of the late Tokugawa and Meiji eras through multi archival research with the German documents at the top.
We have acquired new findings of Japan-Germany relationships in various realms such as politics, diplomacy, military, and economy, resulting the special features titled “The Promise of Japan-related German Archival Documents” in an influential magazine. Fukuoka stretched her survey to the US archives while others investigated the development of various administrative fields under the international context including regulation (Inayoshi), quarantine (Ichikawa), and military (Hakoishi & Iokibe), all of which produced many articles. Thanks to the introduction by Ohnishi, we had an opportunity to expand our academic networks in the International Society of Public Law and German universities. Upon the request of ENS-Lyon (IAO), we are collaborating their project of treaty database from the Japan side.

本研究の目的は、明治中期から大正期にかけての大阪市政を対象として、『大阪毎日新聞』『大阪朝日新聞』および『大阪新報』が、地域政治（都市政治）にかんして、如何なる政策論を展開していたのかを明らかにし、それにより、個別の政治勢力の利害や意見（プライベート・インタレスト）が如何にして公共性をもつに至るのか（ローカル・インタレストとして成立するのか）という点を、考察することにある。
当該年度においては、都市政治にかんする研究を複数公表した。第一に、明治30年代に大阪市政の一大問題となった大阪瓦斯報償問題を対象に、『大阪毎日』『大阪朝日』両紙のスタンスの違いから、当時の大阪市政の状況を検討した（「大阪瓦斯報償問題再考」）。本稿では、大阪市長の鶴原定吉が、自らの政策に公共性をもたせるためにメディアを活用せざるを得なかった点を明らかにし、その背景として鶴原のもっていた人的ネットワークの特徴を浮かび上がらせた。第二に、都市政治の一類型としての港湾都市のあり方について、とくに軍港都市に着目して考察した（「国家と都市の不健全な緊張関係」）。国家に依存しがちな軍港都市における地方利益表出のあり方は、当時最大の経済都市であった大阪市における利益表出のあり方とは、対照的である。軍港都市との比較を通じて、当時の大阪市を検討するうえでの重要な示唆を得られた。
また、当初の計画通り、大阪市との比較対象として、同じ時期に市政の再編過程にあった新潟市における利益表出過程の検討も開始した。

This study aims to make clear the process for effecting 'local interests' and realizing it in prefectures and cities on the coast of Sea of Japan from 1920's to 1940's, as a part of the study regarding local interests as a matter connecting inner politics with foreign affairs.
The results could be summarized as follows. Firstly, promoting Japan's advancement to the Asia continent made affects to the status of rivals on the coast of Sea of Japan. Secondly, strengthening the wartime regime drove the minister of communications to participate in port administrations in earnest. Thirdly, locating heavy and chemical industry at the seaside made building ports easily for private companies and local authorities.

We have found more than 1,100 volumes of Japan-related documents in Germany and have scanned around 250 volumes of them. As for their values as historical resources, in addition to their huge quantity, they are significant in 2 aspects; the systematic retention of documents under good condition and the abundance of remaining volumes in not only the ministry of foreign affair but other ministries.
It is expected that those documents will make a large contribution to the historical studies of Japanese diplomacy and nation state building with the its relation to Germany at the core.

This study conceptualizes the “local governance” as multi-organizational cooperation and coordination to solve problems the local society faces in contemporary Japan.
