    In this study, we investigated the effects of agricultural experience for both food education and training of university students aiming at elementary and junior high school teachers. The agricultural experiences of most students of Niigata University were 69.0% on rice planting, 60.3% on rice reaping, and 76.1% on vegetable cultivation, respectively. The cultivation experience of Imogenne was effective food education for students of Faculty of Education. In addition, the cultivation experience was closely related to the education guideline of Social Studies and Home Economics in elementary and junior high schools. Through the cultivation experience of Imogenne, the students realized that agricultural experience brought them the deep understanding about the importance of foods, the region and local products, and the interest in agriculture and foods.

    The recent development of the third sector and the government encouragement of it have attracted the attention of many researchers. In particular, geographical research has examined how the third sector has been affected or changed by government policies or guidelines in recent political economic contexts, especially neo-liberalism and also neo-communitarianism. While much research has demonstrated that the relationship between the government and the third sector is becoming closer, and has considered the problematic impact on the sector or the community, recent studies have described a much more complicated relationship and its consequence. In response, this paper attempts to explore alternative effects of government encouragement at the local community level, through utilising empirical data on recent voluntary activity regarding community safety by the Voluntary Organisations for Crime Prevention Patrol (VOCPP) in Musashino City, a suburb of Tokyo in Japan. Before focusing on the case study in Musashino, the paper briefly outlines key geographical literature on the third sector, and also examines recent expectations of Japan's third sector using Japanese political documents. Finally, the paper argues that the encouragement of government in fact has the potential to work as a 'catalyst' leading to a more independent third sector, with a geographically and organisationally less hierarchical structure, and may also assist in developing a more diversified community.     Recently, "the shift from government to governance" has been discussed widely in Japan. While the third sector has gained power around the world, non-profit organizations have also been expected to be actors in governance in Japan. This paper examines the spatial charac non-profit organizations and particularly looks at the non-profit organizations working scale. Local non-profit organizations are also counted on as actors in local governance.<br>While the spatial characteristics of non-profit organizations have been discussed in the field of geography abroad, there has been little research on them in Japan. Moreover, there is also little geographic research on actors in non-profit organizations in terms of spatial characteristics, which is the focus of this paper. The purpose of the paper is to illustrate the background of spatial distribution of non-profit organizations in a metropolitan area, with special attention to the actors in non-profit organizations and their development. The research area was the Tokyo metropolitan area and Tama city, which is located in the western suburbs of Tokyo. In addition, the paper focuses on non-profit organizations with corporate bodies. The results of the analysis and discussions are summarized as follows.<br>First, the spatial distribution of non-profit organizations in the Tokyo metropolitan area was examined, with the following results. 1) While many non-profit organizations are concentrated in central Tokyo, many are also located in suburban areas, especially in the western part of Tokyo. 2) The spatial range of activities differs between non-profit organizations in central Tokyo and those in the suburban area. While many of the former work in a wide area from global to regional ranges, many of the latter work on a local scale.<br>Second, the case study of Tama City in Tokyo's western suburbs yielded the following results. 1) There are more married female staff who support the daily activities of non-profit organizations, and in many cases they work part time or as volunteers. This result illustrates the effect of the gender division of labor. 2) Contemporary local non-profit organizations have been developed based on city-wide <i>sentakuen</i> (selective networks of personal contacts related to their own residence) formed over time. These points are especially characteristic of suburbs. Therefore, these results explain why many local non-profit organizations are in suburban areas, especially Tokyo's western suburbs. Moreover, considering, all results at the actor level, it appears that the spatial distribution of local non-profit organizations reflects the socioregional structure of the Tokyo metropolitan area.

    本研究は,成熟期を迎えつつある,現代日本におけるNPOやボランティア団体をはじめとするボランタリー組織の空間的特徴について,都市・社会・政治経済の変化に着目して検討するものである.
    本年度は①ボランタリー組織の空間的特徴の定量分析を進めるとともに,①の結果を踏まえながら,②ボランタリー組織及び周辺環境(都市・社会・政治経済)に関する研究動向の整理・分析と③ボランタリー組織が特定の地域に立地する背景や存立する基盤に関する定性分析の準備を行った.①については,内閣府が提供している全NPO法人の行政入力情報データ(2020年10月9日時点)をもとに,設立年別,市区町村別,都道府県別に該当のNPO法人が抽出できるデータベースを作成して分析を行った.その結果,たとえば年ごとの設立数に着目すると,全国レベルでみると2000年代中ごろにピークを迎えている一方で,都道府県別にみると2012年頃にピークを迎えている地域も一程度みられるなど,NPO法人の展開に地域差があることが確認できた.また,市区町村別の分析からは,地方圏を中心に都市の空間構造を踏まえて立地の展開を捉える必要性を確認できた. ②については,昨年度に引き続き2010年代以降の研究を中心に文献を広く渉猟の上,整理するとともに,上述のとおり地方圏におけるNPO法人の分布の特徴を詳細に捉えるために地方都市の都市化過程の特徴に関する研究についても新たに整理を行った.③については,当初は本年度よりインタビュー調査を行う予定であったが,新型コロナウイルス感染症の影響を考慮し,最終年度に重点的に行うよう変更した.本年度は,対象地域の一つである新潟県内のNPO法人に関する資料や情報を収集するとともに,①の分析結果をもとにその他の対象地域候補の絞り込みや基礎的資料の収集を行った.

    本研究は,自治体内分権制度に代表されるコミュニティ・ガバナンスについて,日英の事例をもとに比較検討するものである.本年度は主として,前年度に引き続き①日本のコミュニティ・ガバナンスの空間構造の類型化のための調査・分析を行うとともに,新たに②イギリスにおいても同様の調査・分析を行った.①については,前年度に引き続き,現地調査により収集したデータをもとに,各自治体のコミュニティ・ガバナンスの空間構造の特徴とその背景について検討した.前年度までは各自治体が導入している分権制度の分析が中心であったが,本年度は分権制度のもとで自治体の部分地域に設置される個別の分権組織についても検討した.後者については,個別の分権組織へのヒアリング調査をはじめ,詳細なデータや資料が入手できた長崎県佐世保市の地区自治協議会および本年度より新たに調査を開始した岩手県一関市の地域協働体について分析を行った.②については,当初より予定していたブリストル市のNeighbourhood Partnershipsに加え,分権組織の会議への参加機会が得られたロンドン・サザーク区のCommunity Council制度について検討した.前者については,Bristol Archiveにて,個別の分権組織の会議記録に加え,一部の組織については組織立ち上げまでの準備状況を記した資料も収集することができた.また,まちづくり団体へのヒアリング調査も行った.後者については,カンバーウェル地区の分権組織の会議への参与観察に加え,Southwark Local History Library and Archive等にて分権組織が設置されている区内5地区に関する資料を収集した.日本の事例に関しては,成果の一部をThe World Social Science Forum 2018及び2019年日本地理学会春季学術大会にて報告した.

    In the study of common property resources, Japanese coastal fisheries are considered as good examples of community-based, self-organized institutions for resource management. On the other hand, the “traditional” or “closed” image of the community often drew criticism that once it was incorporated into the global market economy or faced climate change, the community no longer functions for the commons. We found the political background of recent governance studies in Japan, a methodology developed to describe networks in governance, the reality of FCA consolidation in the last half-century. Based on these contexts, we presented case studies of adaptive governance; in the emergence of local scientific knowledge to cope with oligotrophication, in the fishing industry facing the dynamic shift of herring resources, in fisher networks in response to the tsunami, and the development of new governance in response to seaweed deforestation.

    Upon a 'new' stage of globalization, this research project has grasped the transformation of political spaces, explored various movements and practices to reconstruct political subjects, and attempted to establish political geographies for the prospect of new governance models. On the basis of activities of the Political Geography Research Group of the Human Geographical Society of Japan, this project has hold eleven sponsored/co-sponsored public meetings (including two lectures given by an international guest speaker) and three international meetings in China and Korea. Some of the research outcomes have been published in Masashi Sato and Yosuke Maeda eds. "Local Governance and Region" (Nakanishiya, 2017) and will be published in "The Dictionary of New Geopolitics" (Maruzen, scheduled in 2019). Through the above-mentioned activities so that this project has contributed to the spread of theories, methodologies, and practicability of new political geography to the public.

    This study explores the uneven geographical development of area-based communities and the mechanism of this development through recent policies that emphasize the initiative taken by the area-based communities. In particular, the study focuses on the policies of devolution of power to local communities; a questionnaire survey of all local governments (n = 1,741) and field surveys of five local governments in Japan were conducted. According to the survey results, devolution of power to local communities can function well in area-based communities that were already strong before the transference of power . Therefore, it seems that these policies promote the uneven development of area-based communities.
