2年度目である2020年度は、小目的①（地方都市の現状把握・分析と将来予測）の後半の作業と小目的②（国内外思潮の研究）を実施した。すなわち、2-a) 初年度の資料・データ収集で不足する部分の追加調査、2-b) コンパクトシティなどの集約型市街地像の調査と分析、2-c) 「福祉先進国」と言われる北欧諸国の高齢者等に配慮したまちづくりのあり方、西欧諸国の住宅市街地のあり方の資料調査と分析、2-d)「低密居住市街地モデル」構築のための条件整理、を実施してきた。
2020年度は、主として、研究の主たる対象としている函館市および比較対照とする久留米市などを対象として、人口の集積・維持に関するデータ解析、高度経済成長期に開発された郊外住宅地の現況調査とその分析、住環境と定住意向の関係性の調査・分析、地域公共交通等の居住者の移動に関する課題抽出、医療施設等の生活関連施設の立地と、市街地形成との関連を分析、歴史的住環境の維持・活用状況の調査・分析を行った。そして、それらをもとにして、今後構築していく予定の「低密居住市街地モデル」の条件整理を行った。
また、並行して、海外の住宅地に関する思潮の資料収集を行い、アメリカのニューアーバニズムやイギリスの田園都市などから、モデル構築に資する密度指標等の知見を得た。

Kagai is a traditional entertainment district where Geisha perform Japanese dance and music. Origin and formation of kagai, architectural feature, remaining traditional architectures, townscape of kagai, preservation and planning issues, area management system, promotion of kagai, relationship between kagai and traditional festivals, etc. were analyzed in this study. We also investigated the current condition of small scale kagai where only a few Japanese traditional restaurants remain.

We made the followings clear through the analyses of urbanization process, population dynamics and detailed surveys of some sample areas.
1) In historic area (Seibu Area), vacant buildings and vacant lands are increasing, but on the other hand new communities are glowing by newcomers using renovated houses and shops. 2) In central commercial area (especially Daimon Area), there are many vacant lands and parking lots, and few lands are newly used. There is some possibility of land use for welfare facilities and houses. 3) In residential suburbs, there are some differences of existing condition according to when they are developed. In newly developed area, we can observe new land use and land-use update.
In every area, we cannot find out machi-dukuri activities by citizens for the future, and we point it out as a problem for area sustainability.

This study is aimed to clarify the current condition of neighborhood conflicts, land use and townscape regulations and planning tasks against the construction of pachinko parlors and wedding halls. The results are as follows; 1)There was neighborhood conflicts against the construction of a pachinko parlor in Nagareyama etc.. Likewise, there was neighborhood conflicts against the construction of a wedding hall in Nagoya etc.. 2)municipal ordinances to regulate of pachinko parlors were concentrated in Kinki. Each municipality contrived the contents of regulation. 3)Number and combination of appearance elements on wedding halls influence townscape. It can be pointed out that the word "harmony" written in the townscape control standards is not enough to regulate the construction of wedding halls designed with western image. 4)It's effective to combine land use and townscape regulations. In addition, it's important to apply legally binding planning regulations together with the ordinance.
