    <p> The project of re-introducing the Japanese crested ibis (<i>Nipponia nippon</i>) on Sado Island, Niigata, is a major environmental challenge promoted in Japan for the conservation of biodiversity. Since the habitat of this bird spreads across diverse agricultural landscapes, the success of this project depends on the active participation of local residents, which is becoming difficult due to serious human depopulation on the island. The author, in collaboration with other researchers and governmental workers, coordinated 43 participatory workshops between 2007 and 2010, and created opportunities to consider the impact of the project. In this paper, three examples of workshops are examined in order to elucidate how population issues were discussed by participants and how these discussions affected the consensus building processes for co-inhabitance with the ibis. One of the important criteria in designing consensus processes was to first encourage people to share any interests and then consider possible connections between their interests and co-inhabitance with the ibis. Even the issue of depopulation became a source of creative inspiration for generating ideas and actions for public empowerment. Based on the examination of the processes and outcomes of the workshops, I argue that consensus is generated organically from the sharing of various local concerns, and that the informal approach to consensus building fosters the possibility of local actions. </p>

    &nbsp;The purpose of this paper is to examine the idea and method of &ldquo;Citizen Works&rdquo; as an approach to community-based nature restoration. The authors have developed the concept of &ldquo;Citizen Works&rdquo; on the basis of the case of restoring estuary named Kamoko on Sado Island, Niigata prefecture. The most difficult concern for the restoration of Kamoko is its governmental limitation: the estuary is a public property not designated by law. In order to promote the restoration project, we established a citizen organization, in which local residents carried out a restoration project in collaboration with researchers, private companies and governmental officials. In this paper, we explain the restoration process, and propose &ldquo;Citizen Works&rdquo; as an effective method for the regeneration of commons which means grass roots nature restoration.

    One of the most important issues of nature restoration is how to design the process of social consensus building. The purpose of this paper is to propose a method based on &ldquo;<I>local milieu</I>&rdquo; (local as vicinity) to build a consensus in nature restoration project. We have extracted the relationship between stakeholder's interests and the milieu of watershed from practices of the management of the consensus building process in the Ten-noh river restoration project carried out on Sado Island, Niigata Prefecture. &ldquo;<I>Local milieu</I>&rdquo; is a characteristic of a region whose specific geographical elements underlie both its natural climate and social conditions. We tried to refine the concept through using it for the management of the project and to show its effectiveness and validity.

    &nbsp;The assessment of stakeholders' interests is a critical step in consensus building processes in social infrastructure development. The coordinator of these processes needs to pay attention to both concrete interests and deeper concerns behind them for successful consensus building. The authors have engaged in the management of the consensus building process for the Ten-noh river restoration project carried out on Sado Island, Niigata, and have successfully developed a restoration plan by combining voices from different perspectives. One of the key conditions for the successful consensus building is to incorporate stepby-step problem solving processes responding to the issues identified by stakeholders. Such a steady approach leads to the consensus of the project as a whole. The authors have developed a framework to analyze the structure of consensus building processes in details by establishing a chart that layouts stakeholder's opinions, interests, deeper concerns, and concrete issues that arise when promoting a project of social infrastructure development.

    The idea of ecosystem services has been highlighted in order to identify a variety of benefits that human beings obtain from other life forms and to raise people's interest in conserving biodiversity. This idea helps us recognize the connection between our lives and environments and more actively participate in ecological activities. While this sort of instrumental approach to the conservation of biodiversity is particularly important for the growth of public participation, it also limits our understanding of its purposes. This paper, on the basis of field research conducted in Sado, Niigata, illustrates complex value issues involved in conserving biodiversity and discusses the importance of our kansei to uncover various values of the surroundings. As an approach for enhancing such kansei, the authors argue that multi-generational dialogue contributes to sharing different views of the participants and thereby cultivating a comprehensive perspective in environmental decision-processes.

    本研究の目的は、近年の極端気象による風水害の頻発化・激甚化による地域社会生活環境への影響評価を通じて、気象災害に関する「地域持続可能度」を評価することである。本評価を地域力指標とした「災害や環境変化に強い地域社会」の構築に向け、次世代に引き継ぐ新しい学問分野「地域災害環境システム学」を提唱する。本研究で対象とする新潟地域は国内でも風水害が多く、近年は急速な人口減少による地域力低下も顕著で、我が国の行く末が先行する課題先進地域であり、地球温暖化による数度の気温上昇を見据えた中長期的視野も踏まえた地方再生・創生のロールモデルを提唱する。
    2021年度はまず「(1)地域を知る-地域社会の多階層構造の診断による地域力評価-」の取り組みを開始した。本課題メンバーが個々の研究において連携してきた各市町村(小千谷市、阿賀町、出雲崎町、関川村、佐渡市)を対象地域として、急速に進む人口減少の中で災害や環境変化に向き合う地域力の変遷の評価体制の検討を進めている。しかしながら各市町村により大きく状況が異なることから並行調査体制を見直し、初めに佐渡市を対象として課題メンバーの協働体制で「地域持続可能度」評価の検討を実施することとし、現地調査を開始した。この過程で、本学研究企画室主任URA長谷川佐知子氏に研究協力者として参画頂き、今後も継続して本課題をご支援頂くこととなった。
    新学問分野「地域災害環境システム学」に関しては、本学で展開する全学分野横断創生プログラム(NICE)のマイナー学修パッケージ開設の準備を本課題メンバーに加え学内教員の協力の中で進め、2022年4月に14科目で構成される「地域災害環境システム」パッケージとして開設された。必修科目の「地域災害環境システム学入門」は定員30名に対して約80名の履修希望があり、順調な滑り出しと言える。

    This research aimed at elucidating axiologial, ethical issues concerning the governance of natural environment, which has been shifting towards a more integrated approach. The philosophical examination of pivotal concepts such as the land ownership and natural resource management was carried out based on a variety of case studies, in which we participated as actors. By engaging in the design of dialogical and collaborative processes for environmental actions, we identified key ideas for developing integrated environmental governance. The results of philosophical examination were published in academic journals and as a research booklet distributed widely to governmental and public stakeholders.

    Natural regeneration is a comprehensive effort, stakeholders are expanding and there is a situation where heterogeneous values coexist. Therefore, various stakeholdersIt is a task to realize "adaptive governance" to realize multiple values while promoting consensus building of collaboration. The common problem in each case is that it is difficult to collaborate and form consensus even though the philosophy of comprehensive regional revitalization is shared.

    This research aims at examining ethical issues concerning environmental restoration and resource management, and clarifying the ideas that support bottom-up conservation activities. The following topics were examined in this study: the gap of values that people identify in the environment, the right and obligation that arise from landownership, rules and regulations for resource management, the social capital of a community, individualistic and communal value decisions, etc. On the basis of the study of dialogical and collaborative processes in community-oriented environmental conservation projects conducted in Sado, Niigata, this study showed the importance of the comprehensive recognition of multi-layered commons and the growth of the sense of ownership of both the process and outcomes of their activities.

    In this research project, we have aimed to work out the method of promoting philosophy education in the primary and secondary education and to construct effective teaching programs, accomplishing the following achievements. (1) We have accumulated basic resources for designing teaching programs of philosophy through surveying the literature on the philosophical dialogue in education. (2) We have worked out several teaching programs by referring to existing practices of the philosophical dialogue in schools and making collaborative researches with overseas researchers and practitioners. (3)We have designed several teaching programs and tried them in different primary and secondary schools in Japan, convincing ourselves of the relevance of the philosophical dialogue in education as well as improving our teaching programs. (4) We have deepened our understanding of the significance and meaning of teaching philosophy in the primary and secondary education.

    Nature restoration has various impacts on local communities, and therefore its promotion faces the necessity to change social structures in an adaptive manner.
    This study aimed to provide useful guidelines for policy and research, through the construction of a social evaluation model to assess the impacts of nature restoration on the communities concerned. As a result, the following indicators were set in terms of the impacts that nature restoration has on the communities: problem recognition, actors, networks, platforms, knowledge, nature restoration technology, actions, social technology, decision-making structures, change of wealth, social evaluation and subjective evaluation. Case studies confirmed those were the indicators to evaluate the impacts of nature restoration on the communities.
