    This paper describes how TSUBAMATE, which is founded on community-based, functions as an intermediary organization for internships between higher education institutes (HEIs) and companies, and what kind of effects their activities present. TSUBAMATE executes coordination for the problem-based learning (PBL) in internships that are carried out by collaborating HEIs and companies. An important factor for successful PBLs is connecting learning goals established by HEIs with real industrial problems; therefore, close communication with both HEIs and companies to deepen mutual understanding is essential. TSUBAMATE not only gives HEIs the appropriate training contents but also conveys the insights induced by participating students to the companies at the same time. This win-win process can be said “program development” rather than coordination that TSUBAMATE accomplishes with the rich and strong relationships with both sides of the collaboration in nature. We observe the excellent contribution to the regional development by an academia-industry collaborating PBL program developed by TSUBAMATE via an international internship project as a good practice case.

    In the context of rapid technological innovation and globalization, engineering education has been focused on global competencies to foster students who can solve multi-cultural and multi-disciplinary problems in the global society. In particular, after the COVID-19 pandemic, global project-based learning (PBL) to enhance global competencies has been conducted online with a pedagogy of collaborative online international learning (COIL) with industry-academia collaboration. A current challenge is the evaluation of global competencies in COIL. This study focuses on a weekly report system as an evaluation tool for global competencies in engineering education. Hence, this study aims to examine the weekly report system, as a trial utilization, which was applied to an industry-academia PBL-type COIL program conducted by the Faculty of Engineering, Niigata University in the winter of 2021. Consequently, the usefulness of the tool was demonstrated and future challenges were discussed.

    Multi-cultural and multi-disciplinary project-based, internship-based learning with real industrial problem-solving has been predicted to enhance global engineers' competencies; however, less discussion has been devoted to learning practical effectiveness. The Global Dormitory (G-DORM) project, a bilateral student exchange project organized by Japan's Niigata University in collaboration with four universities from the lower Mekong countries of Cambodia, Laos, Thailand, and Vietnam, developed a pedagogical approach that included such an internship for fostering the growth of global Scitech leaders. This paper discusses the effectiveness of - and challenges in - using the G-DORM approach to enable students to enhance the following competencies: (1) generic skills for working in industry; (2) global competencies for engineers; (3) capacity for solving regional revitalization issues using an integrated standpoint; and (4) interests in the industry. This study's analyzed data were extracted from the questionnaire responses of 82 students who participated in this internship in the Japanese academic year 2018-2019 and from the questionnaire responses of selected hosting companies. The study results emphasized that G-DORM approach-based internships could positively affect students' competence with regard to global engineering, especially through the designing of stepping-up programs aimed at developing competence. Furthermore, the study results suggested the optimization of internship periods, pre-studies, intervention by moderators during internships, and improvements in post-studies as challenges for future works. We believe that the G-DORM approach has the potential to contribute toward improving industries in lower Mekong countries by aiding in solving their industrial issues through education and fostering globally competent engineers in these countries.

    Faculty of Engineering, Niigata University has implemented several "Dormitory-type Education" programs such as Fabrication Project, Smart-Dormitory, Global-Dormitory and so on. Smart-Dormitory (S-DORM) is research-based learning for undergraduates before starting graduation researches. S-DORM students form cross-academic year, cross-disciplinary student groups to carry out forefront research under the guidance of professors. Global-Dormitory (G-DORM) is a student exchange program that has global project-based learning in an internship by Niigata University with four universities in Mekong countries. G-DORM students also form cross-academic year, cross-disciplinary, multinational student groups to work on the project. In 2019, S-DORM students invited G-DORM students to laboratory visit and monthly meeting. The exchange between the two DORM students inspired themselves to pursue their project goal and global activities. The collaboration of two DOMEs proved to create synergy effect on engineering education. The number of S-DORM students who already had taken or are going to take part in G-DORM activities is increasing.

    Global project-based learning (PBL) with university-industry collaboration is one of the good ways to enhance global engineering competency. Also, an internship is useful to fill out a gap in the transition from university to industry. Niigata University has implemented global group work (GW) internships in the G-DORM project, which is an interactive student exchange program with four universities in the Mekong region. In the GW internship, students form a multi-academic year, multi-cultural, and multi-disciplinary group as if the students were international boarding students at a dormitory. And the formed groups tackle a global PBL in an internship that is carried out in cooperation with Niigata regional companies whose business extends globally. This paper presents the contents and the achievements of the GW internship carried out in Tsubame city in 2019 in terms of students' satisfaction and interests in the regional industry. The practice in 2019 developed the motivation and the actual action of students in a step-up tendency.

    This paper discussed achievements of active learning for 21 multinational students from Mekong countries and Japan to think about global engineers through lecture and group work (GW) on SDGs and Society 5.0, which took place in the academic year of 2018 at Niigata University. The active learning made the students increase their awareness of the importance for global engineers to develop knowledge and skills in science and technology, to learn social needs, to gain basic competencies for working persons and to have a positive attitude. In addition, it was the most significant change for students to gain SDGs, global engineers, Society 5.0, or other new information, as well as to have social contribution and wider perspectives. This result implicates that most of the students understood and emphasized the importance of the relationship between engineering and society. Furthermore, the students rated this active learning as useful as a pre-study for a global PBL-type GW internship.

    G-DORM is a student exchange project that has global project-based learning (PBL) in an internship by Niigata University with four universities in Mekong countries. In 2017, actual implementation of G-DORM was launched. One of the uniqueness of G-DORM is that students form cross-academic year, cross-disciplinary, multinational groups to have the internship. This paper aims to grasp achievements of G-DOMR carried out in 2017, in terms of coordination with companies for program designing, recruiting and selection of students, implementation of internship in the student exchange program and evaluation. In addition, this paper argues values of this international cooperation for global PBL in an internship based on findings of the achievement of G-DORM in 2017. As a result, global PBL in an internship of G-DORM is implied as a model of international engineering education that can create impacts to students as well as industry.

    A school is considered to be the core of the community in many countries, and school plays a vital role in disaster issues, both in terms of preparedness and post-disaster recovery. An integrated resilience assessment called school disaster resilience assessment (SDRA) was applied in the post-disaster recovery context in the city of Kesennuma, in Tohoku region of Japan. The city was impacted heavily by the East Japan Earthquake and Tsunami, and several schools were affected in the city. SDRA, which is an integrated tool to understand the overall disaster resilience of the school system, consists of five dimensions: physical conditions, human resources, institutional issues, external relationships, and natural conditions. Each dimension has three parameters, and each parameter has five variables. The data are collected for 75 variables. Application of SDRA in 31 schools of the city points out the importance of strengthening the relationship between school and community, and enhancing the involvement of various stakeholders in the planning process. This is significant in the recovery process due to the dynamic nature of the community, and the school-community relationship needs to evolve accordingly with the dynamism of city's recovery. Experiences from the other city of similar size, which was affected by disasters 11 years back, and has carried out innovative disaster education program, suggest that in order to enhance school's resilience, not only schools but also local government needs to make efforts for school disaster management and community-based disaster management. Periodic assessment in disaster recovery process is required so that appropriate activities and policies can be adopted, and the results can be visible on the ground.

    Over the past years, many scholars emphasized the importance of maintaining social relations which were built before disasters into temporary housing communities. However, reality is that most of the temporary housing complexes need to develop newly community relations due to the difficulties of maintaining community ties built before disasters. This paper attempts to find community management issues in newly developed temporary housing communities and argues solutions to the issues of constructing social capital. Key findings from this study are summarized as follows: From bonding aspect, the challenges of community management in temporary housing are leadership, ownership, and participation. One of the suggestions to solve these challenges is to employ community organizers, and a union of existing neighborhood associations is supposed to be the community organizer. From bridging aspect, information sharing among presidents of the neighborhood association in temporary housing was effective for the improvement of community management in the neighborhood associations. If this information sharing is run by an external organization, the external organization can be a bridging organization to make weak ties among neighborhood associations, which overcomes negative impacts of social capital. From linking aspect, particularly housing reconstruction is a big concern for residents in temporary housing and gives impact to community management, and therefore, linking information on housing reconstruction process to management of neighborhood associations in temporary housing is significant. To foster three categories of social capital in temporary housing, key is a bridging organization as an external organization, which functions to link among neighborhood associations and neighborhood associations to external resources.

    Land Readjustment Project has played a major role for land readjustment in urbanizing area in Japan. This study tries to clarify actual urbanization conditions after Land Readjustment Project in Kanazawa City. Studied types of Projects are Association one and Individual and Joint ones. It is analyzed based on indices, such as land use type of each lot, urbanization rate of the area, referring to elapsed years from completion of the project. Other indices, such as type of the lot and the front road, are also used for analysis. Urbanization of reserved land area is also analyzed comparing to one of the other area.

    In the context of rapid technological innovation and globalization, engineering education has been focused on global competencies to foster students who can solve multi-cultural and multi-disciplinary problems in the global society. In particular, after the COVID-19 pandemic, global project-based learning (PBL) to enhance global competencies has been conducted online with a pedagogy of collaborative online international learning (COIL) with industry-academia collaboration. A current challenge is the evaluation of global competencies in COIL. This study focuses on a weekly report system as an evaluation tool for global competencies in engineering education. Hence, this study aims to examine the weekly report system, as a trial utilization, which was applied to an industry-academia PBL-type COIL program conducted by the Faculty of Engineering, Niigata University in the winter of 2021. Consequently, the usefulness of the tool was demonstrated and future challenges were discussed.

    Faculty of Engineering, Niigata University has implemented several "Dormitory-type Education" programs such as Fabrication Project, Smart-Dormitory, Global-Dormitory and so on. Smart-Dormitory (S-DORM) is research-based learning for undergraduates before starting graduation researches. S-DORM students form cross-academic year, cross-disciplinary student groups to carry out forefront research under the guidance of professors. Global-Dormitory (G-DORM) is a student exchange program that has global project-based learning in an internship by Niigata University with four universities in Mekong countries. G-DORM students also form cross-academic year, cross-disciplinary, multinational student groups to work on the project. In 2019, S-DORM students invited G-DORM students to laboratory visit and monthly meeting. The exchange between the two DORM students inspired themselves to pursue their project goal and global activities. The collaboration of two DOMEs proved to create synergy effect on engineering education. The number of S-DORM students who already had taken or are going to take part in G-DORM activities is increasing.

    Global project-based learning (PBL) with university-industry collaboration is one of the good ways to enhance global engineering competency. Also, an internship is useful to fill out a gap in the transition from university to industry. Niigata University has implemented global group work (GW) internships in the G-DORM project, which is an interactive student exchange program with four universities in the Mekong region. In the GW internship, students form a multi-academic year, multi-cultural, and multi-disciplinary group as if the students were international boarding students at a dormitory. And the formed groups tackle a global PBL in an internship that is carried out in cooperation with Niigata regional companies whose business extends globally. This paper presents the contents and the achievements of the GW internship carried out in Tsubame city in 2019 in terms of students' satisfaction and interests in the regional industry. The practice in 2019 developed the motivation and the actual action of students in a step-up tendency.

    This paper discussed achievements of active learning for 21 multinational students from Mekong countries and Japan to think about global engineers through lecture and group work (GW) on SDGs and Society 5.0, which took place in the academic year of 2018 at Niigata University. The active learning made the students increase their awareness of the importance for global engineers to develop knowledge and skills in science and technology, to learn social needs, to gain basic competencies for working persons and to have a positive attitude. In addition, it was the most significant change for students to gain SDGs, global engineers, Society 5.0, or other new information, as well as to have social contribution and wider perspectives. This result implicates that most of the students understood and emphasized the importance of the relationship between engineering and society. Furthermore, the students rated this active learning as useful as a pre-study for a global PBL-type GW internship.

    G-DORM is a student exchange project that has global project-based learning (PBL) in an internship by Niigata University with four universities in Mekong countries. In 2017, actual implementation of G-DORM was launched. One of the uniqueness of G-DORM is that students form cross-academic year, cross-disciplinary, multinational groups to have the internship. This paper aims to grasp achievements of G-DOMR carried out in 2017, in terms of coordination with companies for program designing, recruiting and selection of students, implementation of internship in the student exchange program and evaluation. In addition, this paper argues values of this international cooperation for global PBL in an internship based on findings of the achievement of G-DORM in 2017. As a result, global PBL in an internship of G-DORM is implied as a model of international engineering education that can create impacts to students as well as industry.
