Within the territory of Imperial Russia, Qing China and Imperial Japan, there various kinds of ethnic groups were living in their peripherical border area. Since 19th century, such population turned to be the object for national census done by their governments. How did the governments aim to collect the data of these ethnic people under her national census project and then investigate the national census? Where the materials and datas collected by the government are now deposited? In the frame of this research project we follow the way of producing the national census by the Imperial governments, putting focus to the population of the ethnic groups and the latest situation of the materials and datas related to such ethnic population living in its periphery of the empires at the archives in Russia, Mongolia and China. Using these data and materials, we try to estimate the total population of the Mongols and the so-called Manchus in Northeast Asia of the 19th and 20th centuries

This project aims at figuring out the historical process and the way of coexistence between migrating people and indigenous inhabitants in the northern peripheral region of Northeast Asia in a diachronic manner. Through the study, active migration of people and their coexistence were observed. The tide of migration began in Mongolia in the 18th century and reached Russian Far East in the end of 19th century. There Mongolian, Chinese and Russian migrants and merchants developed de-facto collaborations each other. In 1930’s, Russian and Japanese department stores conducted multi-cultural managements for the consumers of Japan’s puppet Manchukuo. Although the demographic movement was put under strict control under the Socialist regimes, the end of Cold War again activized trans-bondary and multi-culturalization. This study revealed actuality of people’s trans boundary movement and collaboration under the surface of the political restrictions of the states.

This study shows the social change of Khalkha Mongolia (Outer Mongolia) based on analyzing about its economic policy in the beginning of 20th century. In December 1911, when the Bogd Khan government was formed in Khalkha Mongolia following the collapse of the Qing Dynasty, a Ministry of Finance was established. The ministry oversaw commerce, taxation and land in Mongolia and proposed various policies to establish the government’s financial foundations. In particular, it focused on land cultivated by foreigners and taxation of that land, given that Chinese and Russian merchants had been coming to Khalkha Mongolia and settling there.
In terms of the land system in the 1910s, the Mongolian government had inherited the old customs of the Qing Dynasty but was at the same time seeking a new direction.

In conducting archival research at the National Library of China (Beijing), Sichuan Provincial Archives, Fujian Provincial Archives, Taiwan Historica (Taiwan), the Institute of Modern History of Academica Sinica (Taiwan), the National Archives of Mongolia (Ulan Bator), the South China Research Center of the Hong Kong University of Science and Technology, Hitotsubashi University Library, the Institute of Economic Research (Hitotsubashi University), the National Diet Library (Kyoto), and the Institute of Oriental Culture of the University of Tokyo, et cetera, the participants in this projects clarified the following characteristics of the modern East Asian land system and its problems.
(1) In the first half of the 20th century, in order to establish the "modern" land system, the local governments and the municipal authorities in Northeast China (Manchuria), eastern Inner Mongolia, Taiwan and cities such as Shanghai tried to verify the title of each piece of property. We examined how these property verifications were performed in those areas and the contents of the property titles issued there.
(2) The lands owned by the Qing court, its princes, its bannermen, Mongolian princes, and the Korean court were disposed of during the above period. We concluded that the abolition of these kinds of properties (a land system based upon social hierarchy) played an important role in establishment of the "modern" land system in East Asia.
(3) Through the establishment of the "modern" land system, properties in East Asia began to be traded freely in the market. A large amount of money began to flow into East Asia from the outside for the purpose of obtaining land. This development strengthened the economic linkage within East Asia and its relationship with the western world.
We will continue to study the above subjects while expanding our research comparing the property policies of Chinese Communist Party and its Nationalist Party. Both parties aimed to establish an egalitarian land system in China in the same period.
