1．福島第一原発事故からの広域避難者を対象としたインタビュー調査を、新型コロナの感染状況をふまえ、zoomを用いて7月と10月に実施した。対象者は、福島県の避難指示区域内から4名、区域外から4名の計8名で、現在の避難先は、新潟県5名、群馬県・東京都・愛媛県各1名である。
2．インタビュー内容は、原発事故以前の生活、避難の経緯、避難先での生活、現状と課題、今後の見通し、などである。原発事故から10年以上が経過しているにもかかわらず、経済面や避難元・避難先での人間関係、将来の生活の場をどうするかなどについて、さまざまな困難や不安が継続していることが、具体的に語られた。データについてはテキスト化を実施し、分析に着手している。
3．今回のインタビュー調査対象者はすべて、避難先において、避難者への何らかの支援活動にも携わっていた。こうした支援活動からも、支援の対象となる長期・広域避難者のおかれた苦境を知ることができた。また、当事者としての活動が、被災者自身の復興・再生にどのように結びつくのかが注目される。今後本研究においても継続して注視していきたい。
4．あわせて、これまで収集してきた広域避難にかかわるインタビューデータや文書資料、文献等の検討・解析も進めた。とりわけ避難元と避難先の間で社会関係を十分に築くことができず「宙づり」になっていることが、避難者の苦しさの重要な要因であることが分かる。今後さらにインタビュー調査を継続してこの点を深め、さらには避難者の回復・再生のヒントを探り、「関係性の治癒力」の可能性と条件を探求する。

本研究は、福島原発事故後の家族、地域、全体社会における分断構造を明らかにし、それを修復するアプローチを分断修復学として創成しようとするものである。大きく次の二つの取り組みをすすめた。第1に、これまで9回実施した社会疫学調査をふり返る作業を行った。第2に、「親子をつなぐサポートブック」と「ふり返り手帳」のエピソード分析を行い、ワークショップ「語り合いの場ふくしま」を進めるための準備をした。「親子をつなぐサポートブック」と「ふり返り手帳」の内容から、原発事故前から事故後の現在までの生活・健康・心境の変化に関する時系列的な類型化と、その記録をデータベース化した。ただ、コロナ禍により、現地ならびにオンラインでの「語り合いの場ふくしま」は遂行できず、研究計画の変更を余儀なくされた。

In investigating the long-term trends of social capital in the mountainous areas that experienced the great earthquake, in the area where large-scale art festivals are continuously held for regional promotion in line with the reconstruction, that is, the Tokamachi city area in Niigata prefecture. For comparison, we selected the Seto Inland Sea, which is a remote island area with the same disadvantages as the mountainous areas, and Nagoya City, which holds a large-scale art festival in a metropolitan area. In addition, we were able to sort out the materials for comparison by conducting a questionnaire survey with almost the same contents for each of Taiwan's Nantou County, which has relatively similar conditions.

Through continuous survey research on evacuees from the Fukushima Daiichi Nuclear Power Plant accident, this study has clarified the difficulties during evacuation, the situation of evacuees that has become more complex and diverse with the passage of time, and the problems of isolation and latent evacuees with the prolonged evacuation. In addition, this study suggests that the solution to the problem lies in overcoming the self-responsibility of the victims and reconnecting them with each other and with non-affected people.

After the Great East Japan Earthquake in 2011, Niigata Prefecture had received a number of wide-area evacuees. Acknowledging the significance and severity of the nuclear disaster, Niigata prefecture, intermediary support organization and child-care groups gave deep sympathy to evacuees and continuously devoted to disaster relief. The way of relief measures ware largely relied on their own empirical knowledge (phronesis) accumulated through out the disasters in the past.
In the due course, it also became clear that most local actors involved in disaster relief had difficulty in continuing support and relief, although they somehow shared a sense of crisis that a number of evacuees have remained in a wretched predicament. Accordingly, we conducted quantitative and qualitative analysis of the evacuees. The result was the severity, variety and universality of the distress of the evacuees’ livelihood. We presented those findings to the actors involved in disaster relief, and to public.

In this study, wide-area evacuees’ life reorganization as a result of the nuclear accident is analyzed as a process of fluctuation between the evacuees’ original community and the evacuation-site community. It is believed that even if evacuees leave their living space, they continue to have relationships with their original communities through their present life in their host communities.
For the past seven years, evacuees have been trying to stabilize their lives by using various supports while maintaining relationships with their original communities in the evacuation-site communities. The meaning of communities has changed as a result of wide-area and long-term evacuation. That is, the issue changed from loss of relationships and revitalization to relationships aimed at local revitalization. The mismatch between the evacuees’ fluctuations and reconstruction policies that promote returning to home communities makes the fragmentation of evacuees even more serious.

In the Soso Area, Fukushima Prefecture, in which many people are still undergoing influences of Fukushima nuclear accident, the atomic emergency drills played centrally by the Prefecture are not different so much from the type of‘mobilization from above’in the Pre 3.11. However, these drills in the level of towns and villages (for example, Iwaki city) are not only the type of‘mobilization from above’but also the community based plannings and implementations, and incorporated into a variety of area disaster prevention plans.

The aim of this study is to clarify the reconstruction of "IE" and "MURA" in the individualistic form by focusing surviving strategies of family farming and its resources.
So, I investigated "Nishi-Mikawa fruit growing association" in Sado district, Niigata Pref. I tried intensive interviews with the members of the groups to approach this theme. The findings in this case is as follows the main factors to survive family fanning are, in addition to setting up a solid basis of their businesses, the high status of women and, especially, the relationship among successors of family farming. When young people convinced themselves of making a choice of farming as their occupation, their relationship with other young farmers in the same generation has a great deal of significance.
And then, I examined the case of an agricultural production organization of post-retirement farming. Under the condition that every farming family in a rural community cannot continue in the long run, some post-retirement members try to maintain farmland and fanning in the community. I described the development of the organization by focusing member's consciousness and sense of values.
After the Niigata Chuetsu Earthquake in 2004, the need to extend the area of my research had arisen. Thus I included the theme that the role of rural communities after the earthquake. I investigated hearing for the resident and did the questionnaire survey about evacuation activities. As a result, I clarified that communities played significant role and the sufferers recognized the importance of "Social Capital" anew in the disaster-stricken area. Human relationships in the area can become resources for a reconstruction in the stricken area

The aim of this study is to clarify the changes of "IE" in rural society by researching the succession of family farming and women's independence in IE. So, I investigate the formation and development of the young farmers' group in Kubiki district, and the fruit growing farmers' group in Sado district, Niigata pref. I tried intensive interviews with the members of the groups to approach this theme.
The main findings is as follows : when young people convinced themselves of making a choice of farming as their occupation, and when they came to grips with farming, their relationship with other young farmers in the same generation has a great deal of significance. Young farmers in Kakizaki and new farmers were supported and encouraged by taking part in the group ("Ibukinokai"). In terms of agricultural succession, this young farmers' network is gradually taking place of the conventional rural society ("IE" and "MURA").
And then, I examine the tendency of women's independence in IE from the viewpoint of the rural women's position and role. In the case of "Nishi-Mikawa fruit growing association" in Mano Town in Sado district, rural women have played an important role in their farm family labor processes on the one hand. They have great confidence and pride about their role. But, the other, they have not always been independent decision-makers in managing their family farming.
Some problems remain unsolved in this research project. Especially, the relationship among three different dimensions must be considered. That is, the situation of women in modern society in general, the cultural context in particular time and place, and the world of subjective meanings of them. I'm going to try to clear up these complexed reality next time.

When the resident voting around the construction of nuclear power plant was practiced in 1996, opposition groups had a victory. There exist two groups to have introduced resident voting (referendum) for a success. First, a meeting to practice resident voting (JUUMIN TOUHYOU WO ZIKOUSUSU KAI). Second, a meeting of Blue sea and Green (AOIUMI TO MIDORINO KAI).
The woman of 30 and 40 years old charges took part in the former. The man of 40 and 50 years old charges took part in the latter. They insisted that a large scale development is not necessary in Maki-Town and they must take good care of regional nature and tradition when they think about the future of Maki-Town. Therefore, it is important to reform the conventional decision making system. It was a large purpose of this social movement to make a new decision making system that resident in Maki-Town participates in.

The aim of our research was how is the modern situation of a certain aria in Niigata, because the reciprocal connections that are concerning a local relationship or kinship have still continued in japalnese society.
In the first section of our research, we considered that japanese code civil has some undemocratic articles (for example § 897), and explained the japanese family's changes after the World War II, by analyzing vital statistics and industrial structure of Japan. Compared with these analyses, we discovered some special characteristics concerning vital-familial structure and a degree of democratic education in Sado-gun, and insisted that family law has serious limits in some aspects.
In the second section : rural women in Japan have not properly taken part in the policymaking of family farm management and rural community, although they've played a great role in agricultural labor. Based on surveying the actual situation of rural women and the agricultural policy toward them, we pointed out that we had to consider a role and status of individual woman in family farm and rural women's network. Then, we tried intensive interviews with the members of the fruit growing association in Mano town, Sado island, and analyzed the interview data to approach this theme. In this case, women have positively taken part in the meeting of the association and the tour of observation, and besides, they have had a great influence with their family farm management. We pointed out the development of women's participation and the limits of it.

In Japan, the number of those taking over the family business of farming has decreased drastically these days. What conditions are necessary for young people to become a farmer and to farm with a highly motivation? I think that young farmers' group is significant for them. So I investigate the formation and development of the young farmers' groups in Kubiki district, Niigata pref.and Shonai district, Yamagata pref.I tried intensive interviews with the members of the groups to approach this theme.
The main findings is as follows : when young people convinced themself of making a choice of farming as their occupation, and when they came to grips with farming, their relationship with other young farmers in the same generetion has a great deal of significance. Young farmers' groups formed naturally in a village at one time. But part-time farming has grown rapidly and they form an overwhelming majority today. So we have to support making young farmers' groups intentionally.
In the case of "Ibukinokai" in Kakizaki town, Niigata pref., the group has continued for almost twenty years. Young farmers in Kakizaki were supported and encouraged by taking part in the group. Because the group has adapted itself to changing farming conditions and young farmers' needs of each stage. In Shonai district, young farmers' groups were active from 1950's. Although their activity has weakened in 1970's and 1980's under the impact of developing part-time farming, a new young farmers' group "Maimai-club" started in 1995 by a few, but active members.
Some problems remain unsolved in this research project. Especially the relationship between the members of the young farmers' groups and their households, and their relationship with the village they live. I'm going to investigate these problems next time.
農業後継者問題への集落の対応

本研究は、農業後継者不足という問題について、集落がいかなる対応をしているのかという点の解明を目指していた。山形県庄内地方を主たる対象地として、自治体や農協での資料収集とインタヴュー、酒田市の北平田地区および鶴岡市京田地区の農家を主たる対象とした数次に渡る聴き取り調査を行った。その結果、次のことが分かった。庄内地方においては、むろん全体として農業後継者の不足は著しいのであるが、海岸砂丘部や丘陵地の畑作・果樹地帯では比較的若い後継者が就農している事例が多くみられる。しかし北平田・京田といった平野部の水稲単作地方では、若手の農業後継者の不在が顕著であった。その理由としては、稲作農業の将来性についての不安がもっとも大きく、ついで機械化の進行により稲作自体にあまり人手がかからず、規模拡大しない限り現在就農している中高年層で事足りているという点も大きい。いずれにせよ、庄内地方の稲作農民は、低米価・減反政策・自由化という稲作をとりまく厳しい環境の中で、現状維持的に農業を継続しつつ、なかなか自信を持って後継者を育成しバトンタッチする意欲をもてないでいる。そこにおいて集落は、受委託を可能にする人間関係形式の枠組みという役割を果たすことで後継者不足を補完するのみで、現状では後継者の確保や育成に積極的に関わることは少ない。なお、比較対象のために調査を行った新潟県柿崎町では、農業後継者層の有志が「いぶきの会」という団体を結成し、生産組織化するとともに、町内の農外就労している農業出身の青年たちをも含めて仲間作りを行い、集落との関係も強めている。今後の展開が注目される。
